This rule have always been in place, just that most of the 1 to 2 stars hotels chose to close 1 eye in order to get more clients ;)

It is always best to check with the hotels direct if they allow you to bring your vietnamese girlfriend in as it is not always guaranteed. Most of them do reply to english written emails in fact, and reservations do not require any advance or upfront payments so good to book via emails also.

Choice is simple depending on what u really want to do,
