Never assume :cool: I only said i dun post FRs but I did not say I never help others, the only thing is that I only help those that I know in real life and also that I know they will not go around broadcasting the info to the whole world ;)

So far you know that I have already met many in this SBF forum for the past almost 20 years even right from Delphi days but have you ever seen any of them came in to broadcast what I have shared with them???;)

This term everybody likes to use but to me is way overrated :cool:

Most of the time in life we can't just simply do what we want based on we are happy, because this is much easier said than done :( I would be very happy to ignore than taxman but that would be an extremely bad idea, I would be most happy to go holiday everyday and not go to work at all but that would be an even worst idea cos my funds will run out in 1 to 2 weeks (unless I am a Transcended Zillionaire like my idol H88 here :D).......& the list goes on.......kekekekek:D

Meet the Saigon cabbie who stopped bag snatcher with controlled crash

The driver in a viral Internet video showing a taxi deliberately crashing into a bag snatcher escaping on a motorbike has been identified as a 50-year-old man who has done good deeds more than once.

A surveillance camera captured the whole incident from start to finish on Hoang Van Thu Street in Tan Binh District, Ho Chi Minh City in a 30-second video that caused a stir on social media earlier this week.

According to the footage seen by Tuoi Tre News, a woman was walking on the sidewalk when a man approached her on a motorbike, snatching her handbag and fleeing immediately.

A scene from the opposite angle then shows a Mai Linh taxi suddenly swerving to the right side of the road before crashing directly into the bag snatcher, cornering him to the wall of a house.

The robber luckily cheated death and was seen quickly standing up from the crash and absconding on foot.

Experts propose complete ban on motorbikes in Ho Chi Minh City by 2030

Experts in Ho Chi Minh City have suggested a complete ban on motorcycles by the year 2030 as a permanent solution to current traffic problems in the southern metropolis.

During a conference organized in Ho Chi Minh City on Thursday, several experts considered the overall removal of motorbikes in the metropolis as a revolutionary approach to improving the local traffic situation.

Speaking at the gathering, Dr. Luong Hoai Nam stated that local authorities should not wait until there is sufficient public transportation to ban the use of motorcycles, citing Singapore, Hong Kong, and certain cities in China as examples of locales where public transportation has become the only means of transportation.

Associate Professor and Doctor Pham Xuan Mai, a specialist on traffic with over ten years of experience, backed the idea by asserting that motorbikes are the “main culprit” behind traffic accidents.

Each year in Ho Chi Minh City, 71 percent of traffic accidents involve the use of motorcycles, Mai elaborated.

The large numbers of these personal vehicles also take up too much space, the pundit continued, explaining that the 26 million square meters of the city’s streets are only capable of housing 80 percent of the current motorcycles owned by its residents.

Chairing the meeting, Dr. Nguyen Ngoc Giao, president of the city’s Union of Science and Technology Associations, stated that the current traffic situation would be significantly reduced if local authorities had implemented the ban 20 years ago.

Supporting the viewpoint, Dr. Tran Du Lich warned that the opening of several metro routes would not be enough to resolve the current congestion.
Lich suggested a 10 to 15 year process before the complete prohibition of motorbikes, adding that authorities can first limit the convenience of the vehicles by prohibiting parking on sidewalks.

Fenced roadworks irritate Ho Chi Minh City commuters

Over 100 constructions are being carried out on the streets of Ho Chi Minh City, posing regular risks of traffic jams and immense challenges for commuters.

According to an inspector from the municipal Department of Transport, barricaded construction and renovation sites can now be spotted at 118 locations along 59 routes in the southern hub.

The number has doubled since the beginning of this year, the inspector added.

Aside from regular road upgrades and construction of flyovers, many street sections have been barricaded to facilitate the development of the city’s metro system and the implementation of water resource improvement projects

Low-cost Vietnamese carrier Vietjet, known for its bikini-clad flight attendants, has had its stewardesses listed as the world’s second most attractive airline attendants by Canada’s VIVA Lifestyle and Travel website.

The Vietjet air hostesses stand only behind their Air Emirates counterparts, according to the VIVA list published on March 24.

The Vietnamese airline is followed by Air Serbia and Air France, with Singapore Airlines capturing the last spot in the top five.

The Vancouver-based site said it has compiled the list to “fix a fatal flaw” in a recent ranking by Trippy, an online travel community, which “failed to include multiple airlines, [including] Vietjet.”

VIVA believed Vietjet has the world’s second most attractive flight attendants, thanks to their “ingenious bikini uniforms,” which have been a considerable contributor to the carrier’s success, with its CEO Nguyen Thi Phuong Thao having become Vietnam’s first female billionaire.

Thao, who launched Vietjet in 2011, made her debut on the Forbes 2017 Billionaires List with a net worth of US$1.2 billion. In 2016 Vietjet flew nearly 15 million passengers, raking in a hefty profit of VND2.39 trillion ($105 million).

“The employees have the option of donning the newer style of uniform, or to stick with the more traditional style; but given that many of their flight attendants could well be models, it really doesn't matter which one they choose,” VIVA wrote.

If one is not able to hop on a VietJet flight anytime soon to meet those attractive air hostesses, VIVA suggested they “do the next best thing by purchasing one of their annual calendars,” which feature their model-like attendants in bikinis.

In the meantime, the Air Emirates air hosts are placed at the top spot because they “have gained quite a reputation on social media for their unique, recognizable uniform and their stunning good looks in equal measure,” VIVA said.

Based in Dubai, Air Emirates hires employees from countries around the globe, and even has their own flight training academy in the UAE's main airport.

“Aside from the attractiveness of their staff, the airline is also making news with their cheeky jabs at the United States' recent laptop ban – which is making us fall in love with them even more,” it said.

A town police officer in the north-central Vietnamese province of Thanh Hoa has been temporarily suspended for talking on the phone while riding his motorcycle.

Junior Lieutenant Nguyen Thanh Hai, an officer of the town police unit, had been suspended for the offense, Lieutenant Colonel Mai Van Ha, chief of the traffic police division in Bim Son Town, confirmed on Tuesday.

According to Lt. Col. Ha, Hai was carrying out a patrol on April 15 when he noticed a container truck that refused to stop after being signaled to pull over by a Bim Son traffic officer.

Even though he is not responsible for enforcing traffic regulations, Hai decided to assist his traffic colleague by pursuing the truck on his motorbike and managed to get ahead of the vehicle.

No way you see bikini lah...I took vietjet recently to haiphong and back to sgn...their stewardess are dressed decently...cannot see much lah...:)

I was on my way to haiphong Cat Bi airport when the taxi a mailinh was stopped on the highway...the driver and CSGT went in the trees and then driver walk out....money exchanged....:)

The vice chancellor of a private university in Ho Chi Minh City has made local headlines after photos emerged on social media of him giving lectures on innovation dressed in shorts.

Dr. Truong Nguyen Thanh, vice chancellor and professor of chemistry and computation at Hoa Sen University in Ho Chi Minh City, said his peculiar choice of outfit served as a demonstration of creativity and innovation.

Thanh reportedly wore shorts during lectures that were part of the Innovation Roadmap course at his university on Sunday and Monday.

Photos of the oddly dressed professor were shared on Facebook by a popular start-up expert and went viral shortly after, drawing both praise and criticism from netizens.

In an exclusive interview with Tuoi Tre (Youth) newspaper, Thanh rejected the suggestion the whole ordeal was a promotional campaign for his university ahead of the upcoming admission season.

“That’s not right,” Thanh said.

“It is actually my course on innovation roadmap. The first thing that I teach in the course is for start-ups to develop creative thinking and the ability to innovate and break away from traditions.”

“That’s the dominant message in my classes. It’s not a PR tactic,” Thanh claimed.

“Some people misunderstand my intention because they don’t know what the course is about.”

According to Thanh, he once taught a similar course at the Ho Chi Minh City University of Technology where handed out undershirts to each of the attendants and asked them to do whatever they wanted with it.

“Of course it wouldn’t be creative if you just put it on,” Thanh said.

“Some students cut their undershirt into a headscarf, while others turned it into a dining towel. As for my part, I cut off one sleeve and cut out a large hole in the belly.

"Who says an undershirt should have two sleeves and cover your belly?"
“Why is it that Vietnamese students become successful after going abroad to pursue their study,” Thanh asked rhetorically.

“Can’t our population of close to 100 million people do the same inside our own country? What makes the difference here? It’s the environment; we are blocking our own innovation.”

Thanh said many students had been inspired by his lectures, and many were already showing interest in attending the course.

The professor said he would not have done it differently if he were to have another go, as his choice of outfit was necessary to help attendees understand the ‘box’ they were sitting in.

“As I’ve always stressed, that is not how I normally dress to class, as I usually opt for neat clothes during regular lectures,” Thanh said.

Prof. Dr. Truong Nguyen Thanh was born in 1961, and worked and lived in the U.S. for 38 years before returning to Vietnam.

Thanh owns two international patents in information technology, and has authored 180 scientific papers published in chemistry and IT journals.

Secretariat turns down Ho Chi Minh City proposal on fireworks for Reunification Day

Ho Chi Minh City will not hold fireworks shows in commemoration of the 42th anniversary of Reunification Day (April 30), municipal leaders confirmed on Thursday.

In mid-April, Ho Chi Minh City authorities filed a petition to the government, asking to host one high-range and three low-range pyrotechnic shows, along with other commemorative and artistic activities, on the evening of April 30.

The government then transferred the petition to the Secretariat of the Central Committee of the Communist Party, the Party’s highest implementation body, which eventually rejected the proposal.

“The Ho Chi Minh City Party Committee had officially consulted the Secretariat, which gave a ‘no’ answer on Tuesday,” the city’s deputy chairwoman, Nguyen Thi Thu, said at a meeting on Thursday.

Thu gave no further detail as to why the April 30 fireworks shows were turned down by the Party’s implementation body.

Last year, the Secretariat also requested that all provinces and cities not hold fireworks displays during Tet, or the Lunar New Year, falling late January 2017, and instead redirect funds earmarked for the shows to support the poor.

Salaried workers in Vietnam will have a long holiday, starting this weekend, celebrating Reunification Day and Labor Day (May 1). They will return to work on Wednesday next week.

Three people, including the top executive of the authorized Vietnamese dealership of BMW, have been arrested in an investigation involving a batch of the German luxury cars smuggled into Vietnam.

Officers of the economic police unit under the Ministry of Public Security (C46) confirmed on Thursday that one of the arrestees is Nguyen Dang Thao, general director of Ho Chi Minh City-based Euro Auto, while keeping the names of the other two undisclosed.

Some local media sources said Thao no longer keeps the executive post at Euro Auto – BMW’s official authorized importer in Vietnam providing renowned BMW products and services.

However, the company’s board section on Euro Auto’s website still lists Thao as the general director, according to a check on Thursday by Tuoi Tre News.

The arrest came after the C46 launched a probe into Euro Auto importing and selling a suspicious batch of BMW cars late last year.

In December 2016, the BWM dealer was found to have sold a shipment of imported cars while it was still pending clearance from the Ho Chi Minh City customs agency, in addition to violating multiple regulations, according to the finance ministry.

Euro Auto was also unable to present certificates of origin (C/O) and other papers, documents, and receipts for its imports – a sign of fraud and customer scamming.

An inspection by the finance ministry found that Euro Auto had used fake documents, such as sales contracts and commercial receipts, to import the BMW cars in question.

Also in December, the finance ministry requested that the Ho Chi Minh City customs department suspend all shipments imported by Euro Auto from clearing customs and call on the municipal procuracy to launch a probe into the import and business activities of the car dealership.

The investigation was initiated shortly after, and the three individuals involved were arrested four months thereafter.

Nguyen Dang Thao had been Euro Auto’s director of sales and marketing before being appointed general director in 2015.

Da Lat residents brace for evacuation amid risk of house collapse

Residents living on two streets in Da Lat City have been told to prepare for an emergency evacuation after major cracks began appearing along the ground and in house walls.

Hoteliers and accommodation service providers in the vicinity have also been asked to temporarily pause their business operations while authorities investigate the cause of the reported damage to land and residences.

On Wednesday afternoon, the People’s Committee of Da Lat City in the Central Highlands region held an emergency meeting to review the condition of land on Nguyen Van Troi and Truong Cong Dinh Streets, where long, large cracks have been reported by residents inside their houses and on the sidewalks.

The cracks appeared early the same morning in as many as 13 houses, accompanied by signs of slight land subsidence.

Houses numbered 17-31 on Nguyen Van Troi were among the most gravely affected, with cracks appearing not only in walls but also on stairs, corners, and connections with nearby houses.

A thin, 30-meter long crack could be seen running along the pavement on Nguyen Van Troi Street, while several chopstick-sized cracks were also visible at the feet of houses in the area.

The future of two costly megaprojects in Ho Chi Minh City is at risk due to insufficient capital from the state budget.

The metro line No.1, the first-ever subway system in the southern Vietnamese metropolis, and the second phase of a project to improve the city’s water environment are both partially funded by official development assistance (ODA).

ODA is considered part of the state budget, with the government in charge of disbursing the money to specific projects.

However, the government’s ODA allocations for these Ho Chi Minh City megaprojects have been lower than needed, putting their construction on the verge of cessation due to a shortage of capital.

Since the third quarter of last year, Ho Chi Minh City has been using its own budget to pay contractors in order to keep construction going, but municipal authorities say this temporary solution cannot last long.


Less than 50 percent disbursed

The metro line No.1, connecting Ben Thanh Terminal in District 1 with Suoi Tien Terminal in District 9, is expected to have VND41.8 trillion (US$1.87 billion) of its total investment covered by ODA.

Vietnam has closed three ODA agreements totaling more than VND31 trillion ($1.38 billion) in credit for the subway project.

However, as of April 2017, only 34 percent of the total ODA pledged for the project had been disbursed.

Elevated highway proposed to ease traffic pressure at Tan Son Nhat airport

An elevated highway connected to Tan Son Nhat International Airport in Ho Chi Minh City is expected to begin construction at the end of the year, with capital investment estimated at VND2.6 trillion (US$114.3 million).

The project will be executed under a PPP (public private partnership) and is among five other project planned by the city to construct elevated highways in an effort to curb traffic congestion.

A public-private partnership is a government service or private business venture funded and operated through a partnership of government and one or more private sector companies.

The construction of the elevated road leading to Tan Son Nhat was proposed by the 319 Corporation, which is managed by the Ministry of National Defense, Dong Mekong Company Ltd, and Dong A Infrastructure JSC.

The structure will be 3,240 meters long at completion, starting at the T2 international terminal of Tan Son Nhat Airport, passing T1 domestic terminal, then running along Thang Long and Phan Thuc Duyen Streets, passing over Hoang Van Thu Park, and splitting into two branches before landing on Hoang Van Thu and Nguyen Van Troi Streets.

According to Hoang Dinh, project director from Dong A Infrastructure JSC, the highway will create a convenient and fast way for vehicles to exit the airport.

Along with other projects to expand and upgrade the facility, the construction of an elevated highway will help solve congestion at the entrance of the facility and improve the level of service to passengers, Dinh said.

The road can also be linked to Elevated Highway No.1, an under-utilized project which leads to the city’s center, the director continued.

Vietnamese lenders shut down night-time ATM services for better security

Several banks in Vietnam have decided to stop providing their ATM services at night-time in order to prevent criminals from stealing money from their customers’ accounts.

The policy has been uploaded for public view on the official websites of these lenders.

Although the decision was aimed at ensuring security for customers’ assets, some clients have complained that it had caused them inconvenience.

Binh, a resident of Binh Thanh District, Ho Chi Minh City, who is using services of the Vietnam Bank for Agriculture and Rural Development (Agribank), said he often withdraws money at an ATM booth on No Trang Long Street, which is near his house.

“But the security guard always locks up the booth after 10:00 pm. I though these ATM booths would open around the clock,” Binh continued.

An Agribank representative told Tuoi Tre (Youth) newspaper that the State Bank of Vietnam requires all ATM services to be provided for customers 24/7.

However, the central bank also allows banks to cease the services of ATM booths in certain areas during specific periods, as long as their opening times are listed at the facilities and on the banks’ websites, the representative elaborated.

For example, those ATM stalls set up at buildings and shopping malls will be shut down pursuant to the closing times of these venues.

Some booths that do not fall into this category have their own closing times, 9:00 pm or 10:00 pm, according to Tuoi Tre reporters’ observation.

Only cash machines installed at bank branches are open 24/7, with security guards working around the clock.

According to Nguyen Hoang Minh, deputy director of the State Bank of Vietnam’s Ho Chi Minh City branch, the change is meant to ensure security and combat criminals.

With thieves carrying out increasingly sophisticated activities, police have advised lenders to prepare certain measures to cope with the situation, Minh said.

The central bank will check if local banks follow the correct protocol established for this adjustment, he added.

Tran Quang Thoai, an expert in this field, assessed that several methods to deal with card fraud have caused nuisances for depositors.

To seek understanding from customers, these adjustments should be informed properly, Thoai said.

“All changes should not be carried out too suddenly,” he added.

A test flight has been carried out to evaluate the function of a new helipad on a building in downtown Ho Chi Minh City.

The Southern Vietnam Helicopter Company conducted the pilot flight at the Saigon Times Square building, located at 22-30 Nguyen Hue Street in District 1, on Friday morning.

The chopper EC155B1 was used in the test flight, which was aimed at evaluating all specifications of the facility before official use.

The activity had been permitted by the Civil Aviation Authority of Vietnam.

The construction of the helipad on the rooftop of the Saigon Times Square was previously approved the General Staff of the Vietnam People’s Army.

Flight routes for helicopters were also allowed to be linked to the venue to facilitate search and rescue missions, and efforts to prevent and deal with disasters in the southern metropolis.

Helipads have been set up at other high-rise buildings, including the Bitexco Financial Tower, Diamond Plaza in District 1, and Tan Son Nhat Saigon Hotel in Phu Nhuan District.

In early January, the municipal People’s Committee asked competent authorities to review a plan on constructing helipads on 20-story buildings, in a bid to improve the quality of firefighting and prevention in the city.

5 Rules Of Life As A Prostitute In Vietnam

And since Cracked has developed a habit of interviewing prostitutes over the last year for totally official reasons and not at all because we need somebody to hold us while we cry, we decided to speak with Diem Phu Nu. Diem was a Ho Chi Minh City moped prostitute.

1. Many Families Are Perfectly Fine With Prostitution

For poorer women like me, prostitution is seen as a fairly acceptable way to get income. I started when I was 15, not because we were starving and needed groceries (although I did help them out on expenses) —

I simply wanted some spending money, and part-time prostitution was a way to get it. I had a lot of English-speaking clients who wanted to take me to dinner as part of the escort experience, so I got free meals, too.

It may seem tragic to you, but I was OK with it, and so was my family. The street caller who got clients for me was a family friend, and he looked out for me.

An unexpected fringe benefit: Many of my clients were talkers, and that wound up helping me out a lot in school. I got top grades in English thanks to all the practice I got with clients. You can study quietly in a library, or you can study while having sex and getting paid for it. Seemed like a better deal to me.

It’s really only tourists who look down on us for it. One white woman passed me and an older guy holding hands in the street once and told us that “we should be ashamed of ourselves.” But he was satisfying his sexual desires, while I consented and was getting money to save up for a moped. I certainly didn’t feel ashamed or abused while hooking; I felt like I was 62 percent of the way to a bitchin’ scooter.

2. You Can’t Just Start Selling Your Body

You may think that starting work as a prostitute is as easy as dressing sexily and actually accepting those lewd offers the guys are yelling at you anyway. But without a “caller,” you’ll be lost.

Callers are basically those guys who twirl around big arrow signs to get people into mattress stores and pizza joints, but for sex workers.

No, they don’t dance on the street corners while spinning vagina-shaped signs — they call out to passing tourists and carefully screen prospective clients. Each one knows what the prostitutes they represent can handle.

For example: They’ll avoid pairing most of us with heavyset people. Many Vietnamese women are small, so a large, heavy man will be a problem.

If the client persists and asks for us specifically, they will have to meet us for dinner rather than riding with us straight to the destination. That’s not because we hate them — fat tourists on mopeds are more of a physics problem than a moral one.

The established callers all have their own turf, and they’ll chase away any unrepresented prostitute they see working their area. Other areas are absolutely filled with moped-straddling hookers already, and thus the market is as saturated as …

I’m not going to finish that analogy, for all our sakes.

3. We Truly Care About The Customer Experience

In Thailand, for example, prostitution sounds like a pretty straightforward business:

But, at least in my city, a surprising amount of thought goes into pairing each customer with the best prostitute for his wants and needs. We’re a service industry, and just because we’re literally servicing our customers doesn’t mean we phone it in.

Say the client gets waved over to a caller. It’s not like a taxi stand, where you hop into the first available opening. The caller and the client speak for a while first. Sometimes clients have specific wants — anything from a classy escort experience to hardcore BDSM.

Then their preference is divided into age, figure, sex, and ethnicity. It’s like building your own video game character, only you get to fuck it once you’re done.

After the caller finds out exactly what the client wants, only then does he contact the most fitting available prostitute. For longer negotiations, the caller might even stop at a drink stand and treat the client to some booze.

The customer gets their free drunk on, while the street caller talks it over with the girls until a decision is reached upon who, exactly, is the best prostitute for the job at hand.

4. The Rivalry With Massage Parlors Can Get Ugly

Many massage parlors here are fronts for sex. There’s no dinner, no conversation or getting to know each other a little first — just straight to the “show.” That’s why the more traditional prostitutes in Saigon see massage girls as whores. (Ed. Note: If you’re confused by that distinction, join the club.)

Of course, I’m sure the massage girls think we’re whores because we don’t even throw a friendly massage in first.

When the caller for a moped prostitute and a pamphlet girl for a massage parlor get too close, things can explode. And not in a sexy, euphemistic way. Callers will knock the pamphlets out of the girls’ hands; the girls will kick over the bikes of a rival.

There’s a parlor very near my room, and full-on fights over clients aren’t at all uncommon. It’s like a parody porno of The Warriorsout there.

5. The Police Actually Protect The Prostitutes

Prostitution is not only an expected part of the culture here, but a huge aspect of our tourism industry. Yes, prostitutes can be arrested, but only when they are found to be part of a trafficking ring or are committing another crime while doing it.

Otherwise, it’s winked at heavily by law enforcement. In fact, the police do more than look the other way — they protect us better than any pimp could. I mean, you won’t see “Ho Chi Minh Police: Way Better Than Pimps” emblazoned on their badges or anything, but they have our backs.

We have each other’s backs, too. If someone tries to go to a moped prostitute’s apartment, they’ll find that all of the neighboring apartments are also filled with prostitutes, as well as an owner who can come and pin down the abuser. Clients who get aggressive can look forward to being dogpiled by call girls, and while that does sound like a hell of a lot of fun, I can assure you it is less so in practice.

The police have no qualms with punishing tourists caught abusing women, and they can totally be reported to American authorities. One of my customers threatened me with a pocket knife when I was 16, and after I yelled out my code word, there were police on the scene in a couple of minutes (Without so much as asking if I was a prostitute, let alone arresting me).

The man was deported the next day, and last I heard, was arrested on arrival in the United States. There’s this misconception that sex tourists can do whatever they want in other countries with impunity, as though that country wouldn’t protect its own people over a sexually-frustrated rug salesman from Albuquerque.

The new regulations were added to government decree No.49 on penalties for violations in telecommunications, IT, and radio frequencies, which are aimed at improving the management of the sale and use of pre-paid SIM cards in the country.

According to the new regulations, individuals are no longer limited to having no more than three SIM cards for each mobile network as stated previously.

However, users will need to perform a more thorough and complicated procedure when registering for each service.

For the first three SIM cards of each service provider, users are required to present the necessary documents and sign a confirmation letter.

From the fourth SIM card on, buyers will then have to sign a contract with their mobile network operator.

In order to register for a SIM card, users must now submit original copies of passports for foreigners, or IDs for Vietnamese citizens.

Children under 14 years old will require the signature of their parent or guardian to sign up for a service.

Mobile operators have the right to refuse deals with their customers if they fail to present sufficient paperwork as stated in the new regulations.

They are also in charge of reminding existing subscribers to fill in the compulsory information, if they lack any.

If a user fails to submit the necessary documents within 15 days of the first reminder, his one-way telecommunication services will be ceased, and his two-way services will be halted after a subsequent 15 days.

The subscription will be terminated after the next 30 days if the client does not provide the necessary information, after which the mobile number will be offered to other users.

The Vietnamese population spends a total of VND31 trillion (US$1.38 billion) a year on cigarettes, according to statistics released by Vietnam’s Ministry of Health.

A further VND23 trillion ($1.03 billion) a year is spent on the cost of treatment for five groups of diseases closely linked to smoking, as well as economic losses due to premature death and loss of labor caused by these diseases, the ministry said.

The statistics were released in a letter issued by Minister of Health Nguyen Thi Kim Tien calling on provincial and municipal administrations to inform citizens of the increasing dangers of smoking in preparation for National Non-Smoking Week to commence later this month.

Smoking is linked to various diseases, the minister wrote, most commonly lung cancer, upper respiratory tract and gastrointestinal cancer, stroke, and chronic obstructive pulmonary disease.

At Vietnam National Cancer Hospital (K Hospital) in Hanoi, 97 percent of lung cancer patients are regular smokers, Minister Tien acknowledged.

Vietnamese laws prohibit smoking in covered public areas, train stations, and airports, though the regulation is often neglected and violators are rarely fined.

The country also strictly forbids the advertising and sale promotion of cigarettes, and requires cigarette companies to print graphic images illustrating the harmful effects of smoking on their packages.

Can Tho mulls subsidizing airlines to open new routes to Mekong Delta hub

Authorities in Can Tho have offered to assist airlines in recouping potential losses from future flight routes to the southern city in response to some pilot services being ceased due to low bookings.

Can Tho, the economic hub of Vietnam’s Mekong Delta, is cooperating with the Civil Aviation Authority of Vietnam (CAAV) and certain airlines to launch three new routes this year between the city and Cam Ranh, Hai Phong, and Bangkok.

In the long term by 2020, the Mekong Delta city also plans to open direct international flights to Thailand, Singapore, South Korea, Taiwan, and Japan, on top of domestic routes to Vinh and Da Lat, the city’s chairman Vo Thanh Thong said on Thursday.

The air routes are meant to increase the operational capacity of Can Tho International Airport, which was inaugurated in 2011 but didn’t receive its first international flight until 2015, Thong added.

Many Mekong Delta air travelers still prefer heading to Ho Chi Minh City to board flights out of Tan Son Nhat International Airport, despite living closer to Can Tho.

Past additions to flight routes running to and from Can Tho were ceased just after pilot runs due to low occupancy rates, a failure Can Tho hopes to avoid by providing airlines with financial aid should the three planned flights incur losses in their initial stages.

The proposal submitted by the Can Tho transport department to the municipal administration and the CAAV included three possible incentive plans: subsidizing loss-making services in the first year after launch, covering the cost per seat of up 30 percent of the seats on flights departing from Can Tho, and subsidizing unoccupied seats on flights departing Can Tho with an occupancy rate lower than 70 percent.

It was also noted that the maximum amount the city would need to earmark for subsidization would be VND5 billion (US$223,214) a year for domestic services and VND8.5 billion (S$379,464) a year for international routes.

The Can Tho administration has requested that the transport department continue soliciting feedback from relevant sectors before determining the final incentive framework.


Goodwill but impractical

The subsidization offer was meet with both appreciate and straightforward feedback, with many airlines saying that a new service to the southern city might not be a profitable move.

It costs a huge amount of money to launch a new service and every flight must be at least 70 percent booked for the carrier to recoup investment, while piloted flights have proven that few wanted to fly to the Mekong Delta hub.

“Our flights to and from Can Tho currently enjoy an acceptable occupancy rate, but compared to other destinations the service is not particularly attractive,” a Vietjet representative said.

A Jetstar Pacific representative said if there is real demand for flights to Can Tho, airlines will want to open services there, whether or not local authorities provide incentives.

In 2009 Jetstar launched an affordable Hanoi – Can Tho route but quickly ceased the service due to low travel demand between the cities.

Bui Quang Tin, a local economic expert, said the proposal to use the already tight local budget to subsidize airlines has shaky grounds.

CAAV deputy head Vo Huy Cuong said Can Tho should think of a more thorough solution than offsetting for airlines’ losses, such as “encouraging Mekong Delta people to come to Can Tho, instead of Ho Chi Minh City, when they travel by air.”

Xin chao everyone. It's been more than 2 years since I wrote something on this forum. Now still in HCM city enjoying my holiday. Been in and out of HCM for the last 2 plus years but did not have chance to go cheong because I was with my Vietnamese gf. finally have chance to cheong and relialise that some parts of the cheong scence have changed while others remained the same.

Not sure if this is still the place to share information on my trip but I will still do so anyway. As I am here alone for a week, I try not to spend money expensive tourist attractions and try to go local as possible. So far I have been to HTGD at Q10, benny, NPK. Q10 is still the cheapest at 300-320k and still my favorite of all. Was offered a fs at q10 for 800k. Went to cafe om this trip as well, 120-150k for drinks and tips. Nothing to shout about. Girls are at most a passable 6. Was also offered fs at one of the cafe om but maybe because they think I am Robert and wanted to charge me 1 mil incl hotel which I refused. Overall was just an experience. Went to a DJ cafe which was quite interesting. Girl dj with half ball bouncing to the music and pretty waitress that can sit and talk with you for tips. No hanky panky allowed but can try to sian if your tv is good enough. Went for a few fs from website and zalo. Interesting now girls can be found more easily through zalo than 3 years ago offering this service. 400k plus hotel your own. Girls looks I had were on par with those you find at massage like China or haiyan but service depends on luck. Went to the ones at tan binh, q8 and q10. One wanted to charge me 1.2 mil after finding out that i am not local instead of the 400k. Another girl actually was caught by Singapore police last year before working at a ktv at jalan besar. Overall it was a refreshing experience and will be going to cheong at a club tonight for my very last night in hcm. Before ANYONE starts to comment things like " I can get a girl at a lower price", " for that amount I can get a 18 year old syt", " I can get etc etc for free", "you overpaid by 100k" I am just sharing my experience as a frequent flyer not as someone who stays here all the time. In an effort to attract more tourists, the Hanoi Railway Transport Company recently carried out a thorough upgrade on its current Hanoi-Sapa route.

As VnExpress reports, the Hanoi Railway Transport Company has completely revamped its passenger cars by adding more comfortable seats and beds, as well as cleaner toilets. The improvements were made to trains serving trips from the capital to Lao Cai City and the coastal city of Vinh.

Moreover, tourists can now hop on a designated shuttle bus service upon arriving in Lao Cai and Vinh to get to Sapa and Cua Lo Beach, respectively. Train stations throughout the country will also provide free WiFi starting this month.

A train ride from Hanoi to Lao Cai used to be the most popular way for tourists to get to Sapa. However, ever since the US$1.5-billion Noi Bai-Lao Cai expressway was completed in September 2014, many now find the five-hour bus trip a more practical transport option than an eight-hour train ride. It remains to be seen whether the service upgrades will entice travelers into taking trains.

A ticket from Hanoi to Sapa on the new train car costs US$20 (VND440,000), but the company is offering discounts of up to 20% to summer travelers.

Train trips in the south have also received similar improvements in the past few months: the Saigon-Nha Trang route was upgraded three months ago while Nha Trang-Hue trains are being renovated next week.

Israeli tourists charged $22 for 3km ride in Da Lat

A taxi operator in Da Lat City in the Central Highlands’ Lam Dong Province has been fined and had its driver suspended from work for overcharging two foreign tourists earlier this week.

Vina Gold was slapped with a civil fine of VND7 million (US$308) after one of its driver charged two Israeli women VND510,000 (US$22.5) for a 3km ride on Wednesday.

The dishonest cabbie was also suspended for two months, the provincial transport department said on Friday.

On May 10, the Israeli, Gadot Sharon, 21, and Sheeff Ayelet, 20, hailed a Vina Gold taxi to go from Phuong Hanh Hotel to a local homestay service owned by Huynh Ngoc Diem Trang.

“The distance is around 3km and costs no more than VND40,000 (US$1.8),” Trang told Tuoi Tre.

As per her service’s policy, Trang would refund the taxi fees for guests on their shuttle to her house.

However, upon learning her Israeli guests were asked to pay VND510,000 for the ride, or tenfold the normal rate, Trang immediately filed a complaint to Vina Gold, asking for a refund.

The cab operator agreed to refund the overcharged money to Trang, but refused to admit that their driver had transported the two Israeli tourists, even though the CCTV footage proved otherwise.

It was not until the provincial transport department looked into the case that the cab company admitted all responsibility in the wrongdoing and suspended the driver in question.

The driver said he had thought the VND510,000 sum included ‘bonus’ for him, whereas the tourists said it was meant to pay for the homestay service fee. The cabbie was supposed to give the sum to Trang after deducting his ride fare, but he kept all for himself.

Should you come across luggage wrapped with sticky tape on a baggage carousel, chances are it is bound for Vietnam.

Kim Van, a Tuoi Tre (Youth) newspaper reader, recalls how she learned to protect her luggage from being rummaged through by screeners when traveling home to Vietnam – a revelation that Vietnamese have lost faith in airport services.

Vietnamese want to keep their luggage safe, but many feel being forced to resort to the ‘sticky tape method’ is a kick in the gut.

The talking luggage

I was recently on a trip to Japan when I mentioned to a friend that I wanted to buy new luggage.

She advised me to look for models with an invisible zipper, “so ‘they’ won’t be able to cut the zipper and steal any valuables.”

I know by saying ‘they’, my friend was referring to the airport baggage screeners in Vietnam.

My friend then illustrated how secure suitcases with invisible zippers are by showing me on her bags that the zipper is hidden once the case is closed.
“This is the only way to prevent ‘them’ from cutting the zipper,” she said, once again using an oblique reference to airport luggage handlers.

In the end, I was unable to find any luggage with this crucial criterion.

On our last day in Japan, I started to pack the tax-free goods I had bought in into my old, traditional zipper, luggage.

While doing the same, my friend, to my surprise, pulled out a large roll of sticky tape from nowhere (I bet she brought it from Vietnam) and began to wrap it around her suitcase.

“Now I challenge ‘them’ to cut into my luggage,” she said, proudly showcasing her ‘work’.

She wasn’t the only one. Other people on my Japan tour just followed suit. In just a matter of seconds, the entire roll of tape was gone!

My friend offered to do the same with my luggage. I tried to tell her that I wasn’t sure it was necessary because I had locks on my bags.

She told me that such security never works, telling me about a time she had two bottles of wine stolen from her checked baggage and “could do nothing but complain on Facebook.”

Another member in the group said she had the same experience, adding that complaining to the luggage screeners is never any help.

I eventually agreed to have my suitcase plastered in sticky tape!
Losing faith

I used to believe that reports of luggage being stolen when entering Vietnam were only unexpected accidents.

Now, after seeing so many of my companions being so serious about wrapping their luggage, I think I may have been wrong.

Authorities have repeatedly committed to tightening checks in the luggage sections of Vietnam’s airports, but reports of luggage theft don’t seem to be stopping, forcing home-bound Vietnamese to resort to the ‘sticky tape method’.

I’m not concerned over the effectives of wrapping bags with tape, but rather with the fact that it is an issue travelers in Vietnam must think about at all.
It hurts seeing that people have lost so much faith in security personnel at Vietnam’s airports.

Police in the southern Vietnamese province of Dong Nai have arrested two men for blackmailing their lovers with personal sex tapes.

Tran Dinh Trong, 35, and Vo Hoang Tuan, 40, two suspects in two different cases have both been charged for blackmail, the provincial Department of Police affirmed on Thursday.

According to the case file, Trong became friends with a married woman named T. on social media some six months ago.

The two eventually decided to spend some ‘private time’ at a local motel, an encounter that was filmed by Trong on his smartphone.

In mid April, the couple had a conflict and T. wanted to break up with the man.

Trong responded by threatening to send their sex tape to T.’s husband and family unless she gave him VND10 million (US$438.3).

After the victim agreed to pay, Trong asked for an additional VND15 million ($657).

When T. hesitated at the additional request, Trong sent the footage to T.’s younger sister as a warning.

T. eventually reported the case to local police and a sting was set up by local officers at a hotel.

In a similar scheme, Tuan became acquainted to a married woman named L. on a social media site in January.

The two had sexual encounters multiple times, during which Tuan took many photos for ‘memories.’

During their two-month affair, Tuan borrowed VND76 million ($3,331) before claiming that he was unable to pay up due to a loss-making business.

As L. pressured the man to pay her the money, Tuan threatened to send the sex photos to her husband.

Tuan attempted to blackmail L. for another VND20 million ($876.6) before the victim reported the case to competent authorities.


Victims are also to blame

According to Lieutenant Colonel Chau Van Sang, an official from the police department in Bien Hoa City, Dong Nai Province, people often take advantage of naïve and desperate partners.

In the two cases, both victims share some responsibility for committing adultery with the suspects.

In many cases, the female victims were willing to have their sexual encounters filmed, which opened them up to blackmail, said Nguyen Thanh Son, a judge from the People’s Court in the southern city of Vung Tau.

These women often allowed themselves to be extorted by their once trusted partners in order to keep their personal lives together. Eventually they become fed up and report the case to police, Son continued.

An investigator also warned that teenage girls are a typical target of these types of criminals, who often hunt for prey on social media.

Parents must protect their children by paying attention and warning them of the potential dangers from strangers, the investigator suggested.

It is advisable that people immediately report blackmail to authorities.

The Tan Vu - Lach Huyen Bridge, the longest cross-sea bridge in Southeast Asia, will undergo a test run to check loading capacity on May 14, according to a report from local media.

The 5.4-km long bridge is part of the Tan Vu - Lach Huyen Highway project, which connects developing areas in the east of the northern port city of Hai Phong with Lach Huyen Port in the island district of Cat Hai and the Hanoi - Hai Phong Highway.

A source from the management board was quoted by the Vietnam News Agency as saying that 99.8 per cent of the work has been completed on the bridge section built by Japan’s Sumitomo Mitsui Construction Co. and Vietnam’s Civil Engineering Construction Corporation No.4 (Cienco 4).

Once the bridge is operational, traveling from Hai Phong city to Cat Hai Island will take about five minutes, compared to hours on ferries.

The Tan Vu - Lach Huyen Highway project has total investment of almost VND11.85 trillion ($525.3 million), the majority of which comes from Japanese official development assistance. Construction began in May 2014 and was scheduled to be completed this month.

The project is expected to form a complete transport network facilitating transportation to Lach Huyen International Port, thereby attracting investment to Hai Phong.

They formed the charming backdrop to Graham Greene’s sin-filled Saigon in “The Quiet American,” but the colonial-era buildings of Vietnam’s biggest city are fast disappearing, sparking fears it is losing its unique charm.

Any visitor to Ho Chi Minh City, as Saigon is now known, cannot help but notice the construction cranes dotting an increasingly crowded skyline.

They are the most visible symbols of one of Asia’s fastest growing economies.

But like many locals, office worker Tran Trong Vu is dismayed the city’s gleaming new look is so often at the expense of its colonial-era architecture.

“They have cultural value, so we should preserve them, not replace them with high-rise buildings,” he told AFP in the bustling commercial hub.

Others are concerned the demolition of its famed French architectural gems will render Ho Chi Minh City indistinguishable from other Asian megalopolis.

“In the 1960s and 1970s it was very much French, but now it’s very Americanized, McDonald’s on every corner,” said Hiep Nguyen, born in Ho City Minh City and author of several books on its architectural history.

“A streetscape without a story has no value,” he added.

Money talks

Much of the demolition is happening in the city’s rapidly-developing downtown core, to keep apace with a mushrooming young population hungry for modernity and to feed the demand for more housing and office space.

But those aren’t the only needs being fed, says Nguyen.

“The key is money, the key is interest groups,” he told AFP from Sydney, where he now lives.

Developers with deep pockets have scooped up swathes of land in the city center, with privately-owned old villas or historic municipal buildings replaced by sprawling construction zones.

City officials have inventoried more than 1,000 buildings constructed by the French when they ruled the country from 1887 to 1954 remain today, including the famed Opera House, Post Office and Notre Dame Cathedral, all must-sees on city tours today.

A few of the old haunts on Rue Catinat frequented by Greene remain, but the street is now called Dong Khoi and also features Hermes and Chanel boutiques for the city’s growing number of high-rollers.

There is no comprehensive survey of how many buildings have been demolished.

But in one central district, some 50 percent of French villas have gone down since 1993, according to Fanny Quertamp, the co-director of the urban development organization PADDI.

The breakneck pace of destruction has prompted some to leap into action.

Former video game developer and conservation buff Daniel Caune is creating a mobile app called “Heritage Go” for city residents and tourists.



The app, which is still in development, will ask users to hold their phones up to colonial-era buildings, and aims to automatically generating images of the edifice in eras past.

“It’s to make people conscious of their heritage,” said Caune, who helps to run the Heritage Observatory website dedicated to archiving colonial-era buildings in Vietnam.

City officials are now writing a nine-point plan to classify buildings and mark some for protection, but admit such a huge task could take years to be implemented.

“Pressure for economic development is very high,” said Tuan Anh Nguyen, deputy head of the architecture research center in Ho Chi Minh City’s planning department.

He said many developers who scoop up precious downtown land do not value historic buildings, adding that he would like to see the structures incorporated into development plans, as has happened in Old Montreal, for example.

The city risks losing the millions of tourists that stop into the city every year to soak in the charm of colonial-era buildings, said architect Ngo Viet Nam Sơn.

“It’s like losing the chicken that gives the golden egg,” he said.

Known as the ‘Bao Dai Rolex’, the watch went for a world record breaking $5 million.

A legendary Rolex once owned by Vietnam’s last emperor Bao Dai sold for $5,060,427 at the Geneva Watch Auction held by Phillips and Aurel Bacs on Saturday.

It set a new world record for the highest price ever achieved at auction for a Rolex wristwatch.

Forbes reported the bidding war lasted for 8 minutes between 10 in-room bidders at the Hotel La Reserve in Geneva, and three bidding by phone.

The unique Rolex is a small 36mm yellow gold triple calendar moon phase and is the only known example with the reference 6062 with a black dial and diamond indexes, according to leading watch website Hodinkee.

The watch’s history also makes it desirable to collectors.

Bao Dai, which means “keeper of greatness”, was the final heir of the Nguyen Dynasty, Vietnam’s last ruling family who reigned in Hue from 1802 to 1945.

Born Nguyen Phuc Vinh Thuy, he was officially made emperor in 1926 at th age of 12, but he did not take the throne until 1932 after returning from his studies in France.

He reportedly went shopping for the Rolex when he was in Geneva in the spring of 1954 to attend the Geneva Convention, which split Vietnam into two.

A referendum in South Vietnam in 1955 removed him from the throne, and he spent the remaining years of his life abroad until he died in 1997 in Paris.

In 2002, his relatives consigned the watch for auction at Phillips. The watch went to a private collector for the then record-setting $235,000.

Last month, the rare watch was valued at $1.5 million and many collectors believed it would once again become the most expensive Rolex ever sold at auction ahead of the $2.5 million paid for a split-seconds chronograph reference 4113 a year ago.

The construction of a megaresort has been initiated in a popular archipelago off the northern Vietnamese city of Hai Phong, mounting pressure on the local environment recognized as the world’s biosphere reserve.

The Cat Ba ecotourism resort and entertainment complex in the namesake archipelago, developed by Vietnamese conglomerate Sun Group, was kick-started on Saturday, with total investment estimated at US$3 billion.

The project began with the construction of a seaport and station of an over-the-sea cable car system, 21km long, connecting Cat Hai and Cat Ba Towns.

The third terminal of the cable car is expected to be located near the administrative center of the Cat Ba National Park on the main island.

Aside from the transportation system, the project will also include three golf courses, an amusement park, and several components to leverage the tourism potential of local areas such as Qua Vang Cave, Lan Ha Bay, Viet Hai Village, and Cat Ong Island.

Le Khac Nam, vice-chairman of the Hai Phong People’s Committee, told Tuoi Tre (Youth) newspaper that local authorities and Sun Group had carried out multiple surveys and pooled feedback before laying out a plan for the project.

The building of the cable car as well as other constructions will only take place in the outer areas and along the coast, Nam said, claiming that it would not affect the Cat Ba biosphere reserve, which has always been strictly protected.

The resort complex plays a very essential role in developing tourism on Cat Ba, the official elaborated.

“Upon completion, the project will surely transform Cat Ba into a world-class tourist destination,” he added.

Meanwhile, Hoang Van Thap, director of the Cat Ba National Park, affirmed that he had not been asked to give any advice on the construction.

Thap added he had not been aware that some structures would be built within the park, where many rare animal and plant species are being protected.

Developing tourism in the area requires careful consideration by competent agencies to ensure that the wildlife habitat will not be subject to any damage, Thap asserted.

Local conservationists are concerned that the Cat Ba langur species, the most endangered species in Vietnam being protected at the national park, would face multiple threats.

As of April, only 56 langurs had been recorded on Cat Ba.

According to Tran Thanh Liem, vice-chairman of the People’s Committee in Dong Bai Commune, Cat Hai District, among the 720 hectares of land needed to implement the project, 500 hectares is located in Dong Bai.

Two out of three villages in the commune have been relocated in order for the construction to take place, Liem said.

The administration of Ho Chi Minh City will go ahead with a project to build its first-ever retention basin in the rural district of Cu Chi as a means of curbing chronic flooding in the city.

The pond will reserve water for household and agriculture use during the dry season, and mitigate the impacts of flooding during the rainy season.

The project, which will see the construction of a retention basin between 2019 and 2025, has been approved by Le Van Khoa, deputy chairman of Ho Chi Minh City.

The city’s Steering Center for the Urban Flood Control Program will implement the project, the first of its kind in the southern metropolis, around the Ben Muong and Lang The canals in Cu Chi.

During the 2017-18 period, the city will focus on upgrading, expanding and dredging canals to improve the water flow and anti-flooding capacity of its drainage system.

Resolving water pollution and improving hygiene in the area are also prioritized, before construction of the retention basin commences in 2019.
According to the steering center, as much as 3,000 hectares of land in the Ben Muong – Lang The area is constantly flooded during rainy seasons, damaging crops.

Sedimentation in nearby waterways and the fast growth of industrial and residential zones without the installation of appropriate drainage systems have exacerbated the problem, it said.

A new program featuring street performances were opened on Nguyen Hue Pedestrian Street in Ho Chi Minh City on Saturday evening.

The Ho Chi Minh City Street Show was debuted at 7:00 pm, amazing local residents and tourists with a variety of gigs along the pedestrian street.

The program is set to take place from 8:00 pm to 9:00 pm every Saturday and Sunday night on Nguyen Hue.

The show began with the sound of EDM (electronic dance music) that attracted nearby visitors to a total of six stages featuring different genres of street art.

The stages were not equipped with high-end loudspeakers or fancy decorations but rather embracing distinctive themes that accentuated the street-style nature of the show.

Ho Chi Minh City schoolchildren up to second grade will from this year be given a free carton of milk every day as part of a scheme to improve children’s health.

The program, which has just been announced by the administration of Ho Chi Minh City, looks to improve the nutritional intake of kindergarten- and elementary school-age children in the city during the 2017-20 period.

The plan will be rolled out in three phases, and by 2020 is expected to provide one 180-milliliter carton of milk every day for all children up to second grade, or around seven to eight years old.

The first phase, which begins at the start of the next school year in September, will include all kindergartens in the 24 districts of Ho Chi Minh City.

Starting in 2018, the second phase will be implemented to include first graders at elementary schools.

By 2020, the program will have been fully rolled out to all kindergarteners, first graders and second graders in Ho Chi Minh City.

The municipal budget will cover 30 percent of the cost, with a further 20 percent paid by dairy producers.

The remaining 50 percent will be donated by parents or the private sector.
Local dairy producers are invited to join the bidding to become the official milk supplier for the entire duration of the scheme, the city’s administration said.

Eligible bidders are Vietnamese businesses that produce milk from cows raised in Vietnam, and are capable of storing ultra-high-temperature (UHT) processed milk for at least six months.

Bidders must also agree not to increase the price of milk, estimated at around VND6,800 (US$0.3) per carton, for the duration of the program’s three-year roll-out.

The average height of Vietnamese males aged 16 to 30 is a mere 164.4 centimeters, while that of female is 153.4 centimeters, according to public research conducted last year by Vietnam’s Ministry of Home Affairs in collaboration with the United Nations Population Fund in Vietnam (UNFPA).

These measurements are 13cm and 10cm lower than the global average, respectively.

Young Vietnamese are also falling behind their regional peers when it comes to height, with Japanese and South Korean youths surpassing them by 8cm, Chinese youths by 7cm, and Thai and Singaporean youths by 5-6cm, according to the same source.

The southernmost province of Ca Mau loses nearly 450ha of coastal land each year due to erosion, said Deputy Director of the provincial Department of Agriculture and Rural Development To Quoc Nam.
Erosion is threatening 100,000ha of aquaculture land of more than 260,000 households.

On the western coast, 57km of the coastline is prone to erosion, stretching from Tieu Dua canal, U Minh district to Bay Hap river mouth, Phu Tan district. The situation is particularly serious along a 25km section from Tieu Dua to Bay and two other sections from Ba Tinh to Mui Trai, and from Doc river to Bay Hap riverbank with a combined length of 32km.

On the eastern coast, a survey found out that 48km of the shore is in serious danger and erosion along another 24.5km has reached the extremely dangerous level.

In general, the sea is going into land at a pace of 45-50m a year along the eastern coast.

Over the past time, Ca Mau has spent more than 640 billion VND (27.8 million USD) to counter the erosion along 22.667km of coastline and build 6.687km of dykes.

Vice Chairman of the provincial People’s Committee Le Van Su said the province needs State funding for its dyke construction and forestation projects with total capital of nearly 1.3 trillion VND (56.5 million USD).

In the near future, Ca Mau needs 200 billion VND (8.69 million USD) to build sea dykes along affected areas, and another 1.4 trillion VND (60.8 million USD) for resettlement and livelihood projects for 4,800 households in high risk areas.

Tuan Chau Wharf, where all boat trips begin, will raise the entrance fee later this month.

The only tourist wharf in Ha Long Bay has announced to double the entrance fee for visitors to the famous destination to around $2 starting May 28.

Tuan Chau Corporation, which manages Tuan Chau Wharf, said tourists who want to take a cruise trip on Ha Long and the nearby Bai Tu Long Bay will have to pay VND40,000 ($1.76) for a ticket.

This entrance fee does not cover the expenses for their trip afterward but tourists will be offered free water and Wi-Fi at the terminal.

The current fee is VND20,000, which was only introduced last November, several months after the wharf opened and replaced the degrading Bai Chay.

The terminal can handle about 2,000 boats, 10 times more than the old one, and it can receive large vessels.

Ha Long Bay, a UNESCO heritage, and Bai Tu Long to the northeast, are popular destinations in northern Vietnam and the main attractions in Quang Ninh Province, which drew 8.3 million tourists last year, 42 percent of them foreigners.

Last month, the bay managers bundled many attractions together, forcing tourists to pay more for a full package. Many visitors were upset and some just canceled their trip as they just wanted to visit a couple of places.

Vietnamese businesses begin to feel impact of WannaCry ransomware

Around 800 personal computers and web servers in Vietnam had fallen victim to WannaCry ransomware as of Tuesday afternoon, local cyber security firm CMC Infosec said the same day.

According to CMC Infosec, most infected devices are located in Hanoi, Ho Chi Minh City and Da Nang, as well as in their neighboring provinces.

In Ho Chi Minh City, ransomware had attacked around 200 devices, mostly web servers, the company said.

“Victims of WannaCry in Vietnam are mostly small and medium enterprises (SMEs) with underdeveloped security alert systems that use pirated versions of Microsoft Windows operating systems,” a CMC Infosec representative said.

“Domain providers, data systems and companies with frequent data sharing and storage activities are among the prime targets.”

WannaCry is a ransomware computer virus that targets the Microsoft Windows operating system.

A global attack was launched last Friday, targeting a huge number of computer systems around the world by encrypting data stored on computers to demand money.

Earlier reports by Bkav, a leading Vietnamese cyber security firm, suggested that up to 52 percent of computers in Vietnam were susceptible to the EternalBlue vulnerability found in Windows operating systems.

According to Athena Cyber Security Training Center, a number of Vietnamese firms based in Binh Duong, Dong Nai and Ho Chi Minh City have suffered severe damage through ransomware attacks.

“Accounting data, payables and customers information are encrypted in order to demand ransom money worth dozens of bitcoins, which are the equivalent of tens of thousands of US dollars,” said Vo Do Thang, director of the Athena Cyber Security Training Center.

“Reports of WannaCry ransomware attacks began coming in on Monday morning,” Nguyen Minh Duc, director of Cyradar smart cyber security system, told Tuoi Tre (Youth) newspaper on Tuesday.

Duc said the most serious attack to his knowledge had been on two data servers of a business which housed over 1,000 devices.

“Their entire database on these servers had been encrypted,” Duc said.
“Even backup files were lost, since they are also stored on the servers. The company has been forced to halt their operations due to the attack.”

A real estate dealer based in Ho Chi Minh City said it had also fallen victim to the WannaCry ransomware and is threatening to sabotage their entire operation.

“We are trying to save whatever data we can,” said Q., an employee at the company. “Our operations are in grave danger if the data cannot be saved. It’s no joke!”

Another trading firm in Ho Chi Minh City has also been asked to pay VND400 million (US$17,000) to recover data encrypted by the ransomware.

“It’s a type of ransomware, but it’s not WannaCry,” said C., the company’s CEO.

Through a cyber firm in Ho Chi Minh City, C. was able to make contact with a group of hackers from India who claimed they could decrypt the data for 12 bitcoins, or around $17,000.

However, C. said the hackers suddenly terminated all contact before they could receive the sum, so the company’s data remains encrypted.

The administration of Ho Chi Minh City has called for all units to take measures to mitigate the damage done by WannaCry ransomware attacks.

According to Ho Chi Minh City’s Department of Information and Communications, no administrative body in the city had been attacked by ransomware as of Tuesday afternoon.

Hanoi woman handed one-year flight ban after confrontation with flight attendants

Vietnam’s aviation authority has slapped a 12-month flight ban on a Hanoi woman after she was kicked off an airplane last month for improper behavior.

The no-fly ban takes effect on May 21, more than 1.5 months after Tran Thi T., a resident of Hanoi’s Thanh Xuan District, was asked to leave a Vietjet flight and given a VND4 million (US$180) civil fine.

T. has since refused to pay, prompting the Civil Aviation Authority of Vietnam to bar her from boarding flights for one year starting next week.

Once the ban expires, the 44-year-old woman will still face careful inspection by airport personnel prior to boarding any flight during a 12-month probation period ending May 22, 2019, according to the CAAV.

All domestic and international airlines with services to Vietnam have been notified of T.’s no-fly status.

On April 3, T. missed a gate-change announcement for her Ho Chi Minh City-Hanoi flight with Vietjet.

After boarding the aircraft, the woman began yelling at flight attendants and verbally attacking a passenger who attempted to stop her, according to a video later shared online.

The Vietjet flight eventually departed Ho Chi Minh City 50 minutes behind schedule.

I always wondered about this Bitcoin thingy since this virtual currency is more or less stored in cyberspace and accumulated by real currencies cum a pyramid-similar scheme thingy, if one day some joker named Kim something :rolleyes: decides to hack and remove or destroy all these cyberspace currency, all those that had invested heavily in this will be left with virtually nothing as Bitcoins have no traceability due to their anonymity :eek:

High business expenses and excessive inspections were among issues with the business environment in Vietnam raised by entrepreneurs at a meeting on Wednesday with Vietnamese PM Nguyen Xuan Phuc.

The event, attended by some 2,000 local and foreign entrepreneurs, senior officials, and representatives from financial institutions and professional associations, was the largest pro-business meeting of its kind ever held between a Vietnamese head of government and the country’s business community.

Themed ‘Siding with Businesses,’ the meeting was only the latest in a series of demonstrations by the prime minister proving his continued pledge to advance his notion of a ‘constructive government’ where individuals feel at ease to start long-term investments with positive growth outlooks.


High business expenses

According to the Vietnam Chamber of Commerce and Industry (VCCI), citing data from the World Bank’s World Business Environment Survey, the costs of running a business in Vietnam are much higher than those in its regional neighbors.

Export-import costs in Vietnam, for example, are four times higher than in Singapore and three times higher than in the Philippines, VCCI said.

The cost to have a shipping container transported 100 kilometers from Hai Phong City to Hanoi in northern Vietnam, or vice versa, is currently three times higher than expenditures for shipping the same container from China or South Korea to Vietnam.

Additional costs, such as administrative fees, road tolls, overdue fines, increased gas prices, and sea shipment surcharges also factor into overall expenses.

According to a Hanoi-based textile company which exports around 3,000 containers and imports approximately 2,000 containers per year, mostly through Hai Phong Seaport, it has to pay US$1,879 for every container to be exported or imported.

The administration of Hai Phong recently imposed an additional ‘infrastructure fee’ of VND500,000 ($22) per container, which the company called unacceptable, as the so-called fee is already included in other administrative charges.


Excessive inspections

According to the Vietnam Association of Geological and Mineral Enterprises, businesses in Vietnam also face inspections from multiple delegations across all levels of government every year, a direct contradiction to a government directive that says businesses are not to be inspected more than once a year.

Dau Anh Tuan, head of legal affairs at VCCI, said there is a ‘saddening’ trend in Vietnam of growing enterprises being subject to additional inspections the larger they become.

The trend is absurd in economic terms, he said, since larger businesses typically have a better understanding of regulations and administrative procedures and therefore are less likely to have violations.

A VCCI survey even pointed out a worrying statistic that states 13.8 percent of enterprises in Vietnam were inspected at least four times a year in 2016.
Over half of those inspected at least twice yearly admitted that the content of each inspection was quite similar.


A wind of change

At Wednesday’s meeting, Vietnamese PM Phuc signed a directive dictating that a business must not be inspected or audited more than once a year by public authorities.

An exception is to be made only in the event that there are grounded suspicions of wrongdoing or violations in a business’ operations.

“I want to talk about the spirit of backing up our words with actions,” the premier said. “Businesses in Vietnam have been complaining about excessive inspections, so I have ordered the drafting of a directive… It was signed at 1:00 pm on May 17.”

The 11-page directive, detailing over 60 steps taken toward ridding enterprises of the constant worry of receiving inspectors, was officially issued at the premier’s meeting with provincial leaders and ministers that followed the event.

Fourteen ministries and the administrations of 53 provinces and cities across Vietnam are set to implement the directive.

A massage parlor serving as a front for male prostitution was busted by Ho Chi Minh City police on Thursday afternoon.

Two masseurs were offering ‘erotic services’ to male customers when officers raided the establishment in alley 16 on Tran Thien Chanh Street in District 10.

Several other men, still naked after spending time in a sauna, were awaiting their turn with the masseurs, according to a police officer.

The parlor attendants confessed to police that they offer different ‘massage’ services, with prices ranging from VND100,000 (US$4.5) to VND400,000 ($18).

Police claim the masseurs also sell sex if the customers are willing to pay.
The massage parlor was registered as a unit of the TOP Traditional Medicine Co, owned by 26-year-old Dinh Quoc Tuan.

“The place is packed with young male customers every night until 10:00 pm; Their motorbikes line the entire pavement,” Tuan Son, a next-door neighbor said.

“Only the reception area is visible from the outside.”
More than 20 people, including one manager and six attendants were taken to the police station for interrogation.

According to a Jetstar Pacific representative, the ban has been issued following recommendations made by the International Civil Aviation Organization (ICAO) and dangerous goods experts from Australia’s Qantas Group.

The new regulation prohibits all passengers and crew from either using power banks or from charging them or their devices using sockets available on airplanes while in-flight.

Qantas Airways and all member airlines of the Australia-based Jetstar Group, including Jetstar Pacific, will uphold the ban.

Passengers are still allowed to bring power banks on board, but they must be kept in the carry-on luggage.

The budget airline’s ground staff and crew members have been trained to explain the new ban to passengers before every flight.

The airline’s representative said that the ban was to guarantee maximum safety on all Jetstar Pacific flights and for its passengers, given the fact that power banks pose an unexpected fire and explosive hazard.

Currently, airlines operating in Vietnam request that passengers not leave lithium-ion laptop batteries, power banks and tablets in checked-in luggage, and bring them instead in their carry-on, as per ICAO recommendations.

Jetstar Pacific is the first airline in Vietnam to implement a ban on the in-flight use of power banks.

Jetstar Pacfic Airlines, based in Ho Chi Minh City, is a budget airline majority-owned by Vietnam’s state-owned flag carrier Vietnam Airlines, with the Australian-based Qantas Group holding 30 percent of its shares.

Ho Chi Minh City puts as much as 400 kilometers of electrical wiring underground every year, with the goal of clearing the downtown area of its infamous wire ‘spider webs’ by 2020.

By 2020, the entire electrical and telecom wire network of District 1 and District 3 will be underground, while in other districts the aim is to complete between 50 and 80 percent.

Chaotically intertwined electrical wires and telecom cables, locally referred to as ‘spider webs’, have been a characteristic of Ho Chi Minh City for years, providing a sight that awes and terrifies visitors in equal measure.

Since 2015, an ambitious project has been implemented by the city’s administration to get rid of these ‘spider webs’, with the citywide subterranean installment of electrical and telecom wires.

The plan, carried out by state-owned power supply firm Ho Chi Minh City Power Corporation (EVNHCMC) in cooperation with major telecom companies including Viettel, VNPT, SCTV and others, looks to install about 1,800 kilometers of the city’s wires and 2,000 kilometers of cable underground by 2020.

Vietnam’s 2015 budget overspend tops $3.88bn: audit

The Vietnamese government’s total expenditure in 2015 was nearly US$4 billion more than budget estimates, a state audit has revealed.

Last year, the lawmaking National Assembly approved a budget spend of VND1,177 trillion ($51.85 billion), but real government spending actually reached VND1,265 trillion ($55.73 billion), according to the audit’s report.

The VND88 trillion ($3.88 billion) overspend was attributed to improper budget allocations, haphazard spending and poor management of state capital, the state’s auditor said.

Ministries, industries and local administrations allocated a combined VND308,853 billion ($13.61 billion) on investment projects, nearly $4 billion more than the original approved estimate of only VND225 trillion ($9.91 billion), according to the report.

The assessment, evaluation and approval of these state-invested projects, however, have been poorly executed, leading to excessive allocations of state capital.

Some projects had even prepared investment estimates that were higher than the approved budget.

For instance, while the project to build new headquarters for the Ministry of Foreign Affairs was initially allocated VND4,022 billion ($177.18 million), the total estimate for construction alone began as high as VND5,952 billion ($262.2 million).

After auditing the 1,228 state projects proposed by ministries and central and local agencies, the state’s audit suggested that budget estimates for these plans be cut by VND12,399 billion ($546.21 million).

A further budget overspend was attributed to profligate spending by local administrations on public assets, such as government cars. For example, the administration of the Central Highlands province of Dak Lak was singled out for its purchase of eight new cars worth a total of VND9 billion ($396,476).

The government and state agencies have also overspent on ‘regular spending,’ or expenditure allowed for essential activities and operations.

The approved budget for regular spending by the National Assembly in 2015 was VND777 trillion ($34.23 billion) but the real outgoings were VND788.5 trillion ($34.74 billion).

“A river cruise offers adventure, luxury, convenience, and all the arrangements made for you,” it said, especially to first-time visitors.

A boat tour through Ha Long Bay, a world’s natural heritage with magnificent limestone rock formations rising from the sea, is definitely a must-try.

But Food and Wine said tourists should also experience Hanoi and Ho Chi Minh City. The country’s biggest cities are where visitors can see the rush of urbanization blending with colonial architecture and ancient temples.

The most popular river tour in Hanoi is possibly the one to the Perfume Pagoda, which is usually crowded with pilgrims during spring.

In Ho Chi Minh City, tourists can either enjoy dinner on a restaurant boat on the Saigon River or take a boat tour along the Nhieu Loc-Thi Nghe Canal.

The southern city has aimed to make good use of its river network by planning a river bus system to reduce traffic jams and a floating market similar to the famous ones in the Mekong Delta.

Retro Nokia phone hits the right buttons on return to Vietnam

Nearly two decades after being crowned the king of Vietnam's cellphone market, Nokia’s classic 3310 has made a successful return to the mobile-crazy country, proving that its charms still work.

The classic talk and text phone, which was reintroduced in a brightly colored version at the Mobile World Congress in Barcelona last February, hit Vietnamese shops on Monday and has already become a phenomenon.

“It has triggered a hunt like when the iPhone first arrived in Vietnam,” said one customer who has been trawling the shops in vain for the revamped model.

Many mobile retailers in Hanoi and Ho Chi Minh City said they had received limited supplies that sold out in a day. An independent shop in Hanoi was sent 20 phones while a retail chain received 500 for its more than 400 outlets.

A source from the official distributor said that supplies will stabilize from next week. Many buyers have put deposits down for the phone, which costs VND1,059,000 ($46.67).

Retailers said customers are buying out of a sense of nostalgia.

The phone is a powerful reminder of Nokia’s popularity back at the start of the millenium, when the 3310 was one of the most popular models in many markets, including Vietnam.

The original 3310 sold 126 million phones, the 12th best-selling phone model in history. Nine of the top 12 selling models were produced by Nokia.

Many Vietnamese still consider the old model a benchmark for durability and battery life. The new model is designed for 22 hours of talk time and up to one month of standby time, which might heighten the phone’s appeal as a backup for smartphone users.

Analysts hailed the 3310 launch as a smart retro gambit, but one which could overshadow the Finnish company’s re-entry into the global smartphone market. Nokia has also launched four moderately priced smartphones ranging from 139 to 299 euros ($156-336).

Nokia sold its by-then ailing handset operations to Microsoft for $7 billion in 2014, leaving it with its network equipment business and a large patent portfolio.

But last year, it gave the Nokia brand a fresh start by licensing its devices brand to HMD Global, a new company led by ex-Nokia executives and backed by Chinese electronics giant Foxconn.

Industry analysts say the revived Nokia 3310 has the makings of one of the hit devices of 2017, appealing to older Nokia fans in developed markets looking for an antidote to smartphone overload, while also appealing to younger crowds in emerging markets.

The Ministry of Transport has submitted a draft plan to the government to expand the overloaded Tan Son Nhat International Airport.

The plan includes building T4, a new terminal to increase the aerodrome’s capacity to between 43 million and 45 million passengers a year from the current 28 million.

The existing two runways, currently 365m apart and capable of serving large aircraft including the Boeing 787 and Airbus A350, will be maintained with only new taxiways added, according to the expansion plan.

The number of aprons is expected to be increase to between 80 and 85, with the new aprons built on a 20 hectare plot of land the Ministry of Defense has allocated to its transport counterpart.

The plan also includes construction of a new terminal T3, used for both civil and military purposes, and several facilities serving the military that could be used for civil aviation in the longer term.

It’s estimated that the project will cost VND16 trillion (US$704.85 million), which will be funded by both the state and by private investors.

Microsoft Vietnam to help turn Nha Trang into tourism-centered ‘smart city’

Microsoft Vietnam will work with the south-central beach city of Nha Trang to upgrade its IT infrastructure to create a ‘smart city’ with a particular focus on tourism.

The plan was announced on Wednesday at the signing ceremony for a memorandum of understanding (MoU) between Microsoft Vietnam and the administration of Khanh Hoa Province to develop the city under a smart city model.

“A smart city is one where its chairman can wake up each morning and be instantly informed of which streets are experiencing traffic congestion and which issues are troubling citizens,” Vu Minh Tri, country manager of Microsoft Vietnam, said at the ceremony.

According to the MoU, the provincial administration will facilitate Microsoft’s efforts to study and review Nha Trang’s IT infrastructure in order to develop a model for smarter and more streamlined governance.

After a new foundation for the city’s IT infrastructure has been established, both parties will continue to develop Nha Trang’s technological capabilities in the fields of education, medical service, and e-government.

The plan also calls for a particular emphasis on developing a mobile app-based system for ‘smart tourism.'

Nha Trang is the third city in Vietnam to sign an MoU with Microsoft to develop into a smart city, following in the footsteps of Hanoi and Ho Chi Minh City, Tri said.

In these cities, Microsoft will work with a local telecom partner, either Viettel or VNPT, to expand on the available infrastructure.

“Each city will have its own priorities in building a smart city,” Tri said. “In the case of Ho Chi Minh City, the top priority is finding a solution for its chronic traffic problems. Khanh Hoa will focus primarily on smart tourism.”

Regarding the establishment of an e-government, Tri said the key to building such a system is ensuring that all data input into the application is analyzed objectively.

“The human factor is minimal, so it guarantees a high level of transparency,” the country manager explained. “This is important to foreign investors who trust Vietnam with their capital.”

Tran Viet Trung, director of Khanh Hoa’s Department of Tourism, said the body is working with local IT conglomerate FPT to develop a ‘Smart Travel’ platform where visitors can easily access tourist information.

All information regarding travel agencies, attractions, cuisine, and tour packages in the province will be available with an Internet-connected mobile phone or laptop.

“When tourists visit Nha Trang Cathedral, for example, they can access a database of information about the building’s history accompanied by a voice narration and relevant photos and videos,” Trung said.

Capital shortage slows HCM City metro project

According to Le Nguyen Minh Quang, head of the HCM City urban railway project management board the project needs a total investment of VND5.4 trillion (USD245.4 million) this year, however, to date, the government has only released VND2.1 trillion (USD95.4 million).

“HCM City authorities have informed the government of the problem, but the disbursement of remaining capital for the project this year has not yet been carried out,” Quang added.

Quang said that since September 2016, HCM City advanced the city budget for the project, but, the city can’t do so as it has many issues to be dealt with. If the situation does not improve, the project will face a high risk of being delayed and lag behind schedule.

This has also seriously affected the image of Vietnam among foreign investors. At a recent meeting with HCM City authorities, representatives from contractors raised their concerns about the possibility of payment for the project, Quang noted.

Earlier, HCM City asked the government for the allocation of VND7 trillion (USD318.1 million) for the Ben Thanh-Suoi Tien metro and water quality improvement projects. However, to date just half of this has been approved.

Ben Thanh-Suoi Tien metro project is valued at USD2.49 billion. The project, which is started in August 2012, is nearly 20 kilometres long, connecting HCM City’s District 1 and Binh Duong Province’s Di An District.

Just over a third of the project has been completed, which is scheduled to go into operation in 2020.

Vietnam woman arrested for impersonating ‘US soldier’ to swindle countrywomen

Police in the southern province of Tien Giang have arrested a woman for impersonating an American soldier stationed in Afghanistan to swindle many Vietnamese women of hefty sums of money.

Tran Thi Bich Tuyen, 35, a resident in Go Cong Tay District, is detained for four months on charges of swindling to appropriate assets, police confirmed on Friday.

Tuyen has confessed to police that she had successfully duped two other women with the same scam to send her VND100 million ($4,405).

The arrest came after one of Tuyen’s latest victim, Dang Thi M., a resident in Ha Long City in the northern Quang Ninh Province, reported her case of being scammed off VND2.2 billion (US$97,000) by a con artist to police.

According to the police file, in April, the 49-year-old Ha Long resident was contacted via Facebook by a man named Patrick Paul, who claimed to be an American military officer working in Afghanistan.

After message exchanges on Facebook, the ‘American soldier’ told M. that he had been given $1.2 million from the U.S. government and wanted to have the money transferred to Vietnam to evade taxes.

The man asked M. if she could help receive the money under her name, adding that he would use the money to marry her.

The married woman responded that she did not want the marriage, but was willing to help receive the money and gave her ‘boyfriend’ all necessary information.
Paul then told her that the gift had arrived in Vietnam and someone would soon contact her on how to claim it.

On May 3, a woman speaking southern accent called M. on the phone, claiming to be an employee of Tan Son Nhat International Airport and asked her to pay multiple fees to claim the gift.

As instructed, M. made five money transfers, totaling VND2.2 billion ($97,000), to an account registered under the name of Ngo Thi Anh Thu and had since lost contact from both Thu and her ‘boyfriend’.

Realizing that she had been conned, M. reported the case to the police.
Ngo Thi Anh Thu has also been arrested, according to Tien Giang police.

Many cases of similar scamming have been reported across Vietnam in recent times. In Quang Ninh alone, three women had been swindled of more than VND1.2 billion ($52,863) this year.

In April, a woman in the central province of Quang Nam was scammed off VND900 million ($40,000) by an online boyfriend who claimed to be an officer of the U.S. Army.

Earlier this year, a woman from Lam Dong Province in the Central Highlands was cheated to send VND366 million ($16,000) to a con artist whom she met on Facebook.

Some may say any tip is a good tip, but it's important to get the right amount.

You are an excited traveler. You want to be polite and generous.

And that’s why you want to stay away from embarrassing situations when it comes to tipping.

“Tip Advisor,” an interactive map created by the British travel insurance Go Compare, offers some valuable suggestions for the globe trotters.

The online tool contains data from 49 destinations across the world, from France and Egypt to Vietnam.

Tipping is not customary in Vietnam, which has been hailed as one of the cheapest places for travelers. Yet a gratuity is always appreciated.

But how much is good and how much is too much?

Some restaurants already add 5 percent service charge on the bill, but otherwise, diners would make the staff happy if they pay an extra 5-10 percent for a good meal, Tip Advisor suggested.

Customers at a bar should leave some change or round up the bill. A taxi driver is also happy to keep the change, although they normally do not expect that, it noted.

Vietnamese's average income is around $180 a month.

Lonely Planet introduced the tool in a report on Thursday. It said tipping remains an etiquette nightmare for many travelers and the differences in tipping culture can lead to misunderstandings or embarrassing situations.

The loose tipping customs in Vietnam are quite similar to other Southeast Asian destinations such as Malaysia, Singapore or Thailand, although tipping in Bali is highly recommended.

The U.S. is the place where tourists should be ready to tip, according to the tool. They should offer some extra money for every drink ordered in a bar and pay an extra 15-20 percent with a restaurant bill. Even bad service at a restaurant is expected to be tipped 10 percent, it said.

I tot I saw 1 very funny post in the HC thread last time, this guy was asking for lobang for any joints that have gals that is willing to fart on his face :eek: champion liao see too many JAV liao ..... ^_^

Seriously tho, doesn't matter to me leh cos even tho different joints sell same food but got different tastes as cooked by different people so can try if it looks interesting from your articles ;)
