PAP inviting the public to make comments on the three questions about the Elected Presidency. We all know its wayang. But nevertheless, they have given everyone an email address to send comments to. this is a good opportunity for SBF bros to tell them what we think of this wayang. They have to read it.

Written feedback from public sought on Elected Presidency

The Constitutional Commission on Elected Presidency is seeking feedback from the public after it held its inaugural meeting.

In a media release on Thursday (18 Feb), the Commission, which was announced by Prime Minister Lee Hsien Loong and formed on 10 Feb, said it was asking for feedback in the form of written submissions on three matters.

The first matter was the qualifying process for candidacy for the Elected President, “particularly the eligibility criteria for such candidates”, taking into account the President’s custodial role in safeguarding Singapore’s financial reserves and the integrity of its public service, and the need to ensure that those eligible “are individuals of character and standing, who possess the experience and ability to discharge these duties and responsibilities of Presidential office with dignity and distinction”

Secondly, the Commission is seeking feedback on what provisions should be made to safeguard minority representation in the office, taking into account the President’s status as “a unifying figure that represents multi-racial Singapore” and the “need to ensure that candidates from minority races have fair and adequate opportunity to be elected” to the office.

The last matter was the framework governing the exercise of the President’s custodial powers, “particularly the role and composition of the Council of Presidential Advisers”, and whether the existing provisions in these areas were adequate.

The Commission said the public should take into account the custodial powers that the President is entrusted with, and the CPA’s central function as an independent body to counsel and advise the President on the exercise of his powers.

The Constitutional provisions pertaining to the Elected President, including the qualifying criteria for candidates and the functions of the CPA, can be found in the “statutes online” website.

The Commission said all written submissions must be addressed to the Constitutional Commission Secretariat, either by way of e-mail to [email protected], or post to the address at 1 Supreme Court Lane, Singapore 178879, and must reach the Secretariat by 5pm on 21 March 2016.

The Commission said that when it considered it necessary to obtain clarification or elaboration on any written submission, it might, at its sole discretion, invite the contributor to make oral representations at public hearings.

It said the precise dates of the public hearings would be announced in due course, but these would likely take place over a limited number of days between 18 April and 15 May 2016.
