A Xi’an man was stopped by fake police and forced to pay a fine when caught leaving a brothel. The fake police were later tried and arrested for impersonating officers.

Fu, 40, was stopped by three men claiming to be police when leaving a Xi’an brothel last May. Fu followed them to their car.
