AGO REPORT: NPARKS FAKED THEIR DOCUMENTATION SIMPLY TO SATISFY OUR AUDIT

Background Story: AGO Finds Serious Irregularities In Public Fund Usage By MINDEF, CPF, NLB, MDA
The Auditor-General's Report found that NParks had effectively forged documents related to the Garden's By the Bay project by backdating them to a time before they actually existed.
The AGO noted that this was a "serious irregularity" and could potentially mean a waste of public funds was being covered up in some way.
MND had conducted an internal inquiry into the incident and confirmed that 16 letters supposedly addressed to NParks suppliers were actually backdated and did not exist at the time they claimed. The NParks officer in charge had also arranged for their suppliers to backdate another 11 letters to complete the story.
The NParks officer had forged the dates on the documents to satisfy AGO queries during their audit.
However, the MND internal review concluded that there was no breach of the integrity of the system and there was no waste of public funds in the contracts and payments made in relation to the backdated letters.
The documents had been made simply to fill documentation gaps in terms of communication between NParks and their suppliers.
The AGO disagreed with MND and explained that the "gap filling" was a "Serious Irregularity".
