I am of a different opinion.
Before the vice spread to heartlands in the past, it was well contained in a certain area that has regular roadblocks to cordon the entire area at a press of the button.
URA redrawn the lines and AV stepped up the raids forcing them to go heartlands.

There are shops that disturbs the peace of heartlands but L**a doesn’t. They operate discreetly and don’t disturb the neighbourhood. If AV raids to this, another will come up with no guarantee of their modus operandi.


There are other shops that have operated for years without issues. They raid these, more will come up to take their place as the customer base is there. I think now is just nice. Hopefully they remain safe.

For sure, the new kids on the block - without history, without record to the authorities, will always be on the chopping block if they stray out of line. For the old spas, even the gals will tell you AV knows what they do very well but is more inclined to tolerate them most of the time.

That's how it is in life too, not only vice.
