Thumbs up MP Lam Pin Min’s Branch Secretary Is A Civil Servant

MP Lam Pin Min’s branch secretary is a civil servant

A blogger, aligheri2014, alleges that a person by the name of “Chew Thiam Kwee” is a civil servant who has joined a political party, PAP [Link].

Indeed, it is stated on PAP’s website [Link] that Mr Chew is the PAP Branch Secretary of Sengkang West SMC. The Chairman of the Branch is, of course, MP Lam Pin Min, the MP currently caught in the Sengkang columbarium saga:



Mr Chew was also an award recipient at PAP’s Party Awards 2013 last year [Link], receiving a “Sustained Performance Award”:



The blogger did a search and found Mr Chew’s Facebook page: www.facebook.com/chew.thiamkwee.

There, one can find many pictures of Mr Chew involved in PAP and grassroots events, such as the Sengkang Neighbourhood Watch Day 2014 held just last month (Mr Chew is on the right standing next to MP Lam):



Another notable post was made in 2009 when Mr Chew was serving as a grassroots leader in Jalan Kayu. Mr Chew was rather proud to be conferred the BBM award:



In his Facebook page, Mr Chew also revealed that he graduated from NTU in 1979 and has been working in National Parks Board (NParks) ever since:



Cross-checking with the government directory [Link] Mr Chew is indeed working at the Industry/Centre for Urban Greenery and Ecology Division, Professional Development & Services Cluster of NParks. NParks itself is a statutory board under the purview of the Ministry of National Development:



As can be seen, he is quite proud to tell people about all the National Day Award titles he has garnered over the years.

Blogger aligheri2014 wrote, “As we know, one of the fundamental principles of the Civil Service is political neutrality. This is espoused in the website of the Public Service Division (PSD) which defines it to mean ‘remaining completely neutral in all political matters and matters of public controversy‘”.

Strangely, this page has been removed by PSD. But thankfully, copies of the page are still circulating on the Internet:



Indeed, remaining completely neutral in all political matters is part of a code of conduct expected of all civil servants. This is to help maintain a “high standard of conduct” among the civil servants.

That being the case, how can Mr Chew, as a civil servant in NParks and a PAP Branch Secretary of Sengkang West, maintain complete neutrality in all political matters?

What is to stop him from putting his party’s interest first?

The blogger asked, “So now, given his senior appointment as the Sengkang West branch secretary of the PAP, can Chew Thiam Kwee claim to be politically neutral?”

“What guarantee is there that he will not formulate policies from a partisan angle with a view to benefiting the PAP?” he added.

“Most important of all, as taxpayers footing Chew’s salary, we need to ask ourselves: is it acceptable for a senior civil servant like Chew to so openly profess his earnest support for the PAP?”

Perhaps Sengkang West residents should pose this question to MP Lam Pin Min the next time they meet him.
