The touts in Kabukicho are especially notorious and yes, now they have Chinese speaking touts. They are legit. Problem is that their staff may not be able to converse in English but in the case of Kabukicho, they may be able to although I have never used English inside before. That said, I have seen one staff escort an angmoh to a joint so I assume that they are okay with non Japanese.
