Students working in KTV is not considered a whore, albeit a social stigma 'whore view'. If they work in KTV and go fuck with customer and get caught, how can they be prosecuted? Most of the models working in HFJ are under tourist pass, that's why they have to enter and go back multiple times and also that's why they can get banned, cause how many times would a tourists really come to SG to sightsee? 180 days in a year? Quite impossible right? So these girls which are the majority are working illegally, which is why if you go HFJ and there is raid, almost all of the girls will run. Because they are working illegally.

There are a few working in HFJ and bars and nightclub under work permit, but because clubs have to pay more and go through a process for work permit, and also there's a cap on how many can be issued, the clubs can't issues WP for everyone of their girls. Most of the time only singers, or dancers/models that can generate high income for the club in terms of flowers/LD etc.
