I must not have the correct format on the page cause there is no "quote" button above the Submit Reply button for me. Above that is a box of Options but no quote button to press.

Oh well, never mind....

bro jang, it is above the "Post Reply" before you type your reply and want to hit the "Submit Reply" button .... you are looking at the wrong buttons.
