Actually common industry practice is the worker has to pay the levy fees themselves and pass it to their employers to "pay" the govt.
So on record it is the employer who is paying...... this is common practice throughout the industry and I believe the govt also aware of it but choose to close their eyes to it....... as long as they are receiving the fees..... they heck care who is the ones paying it.

Safe entry is recommended for retail but not mandatory if I'm not wrong. I just avoid those shops that need to scan if I have a choice. Like my area BHG welcia pharmacy need to scan and take temp, I go to Guardian which doesn't need.
