This year the World Economic Forum on East Asia will be held in Metro Manila from 21-23 May 2014.
2015 is also the "Visit Philippines Year" where the DOT is going all out to promote tourism to the Philippines.

At the exchange rate of $1 = 35p, the answer is NO as your S$30 = 1050p only.
Maybe you can get a ST from the freelancers or from the BJ bars of Santos / Raymond but definitely is not enough for a LT session.

Some trivia from Obama's visit last week.

A couple of days before Obama's arrival in Clark, a couple of men from his Secret Service security detail advance party were checking out Perimeter when two motorcycle riders decided to rob them. These bodyguards fought back and managed to overpowered the robbers. The problem came when they decide to hand over these robbers to the local police as the PNP finest refused to accept custody of the robbers nor accept the report of the attempted robbery.

After several calls were made to those "upstairs", a police team from Manila finally arrive to attend to the incident.

Just imagine, these victims were supposedly VIPs and were given such shabby treatment, what if the victims were an ordinary Joe or tourist?
Definitely do not expect any help or assistance from the authorities here.
