How can I forgeot that occasion. Since you mention this, the Sichuan mei mei who was with me called me when I was in Shanghai two months ago, but did not get to meet up with her due to work. Rising crime in PRC China
Crime is on the increase in China. In recent months Beijing has repeatedly hailed its success in catching criminals, but this week a senior government official admitted that crime figures are on the rise. On 25 May Du Hangwei, deputy director of the Public Security Ministry's criminal investigation bureau, told a news conference that "Gang-related crime is on the rise in China, as society is going through tremendous economic and social changes". Du blamed the increase on criminals from Hong Kong and Macau who are increasingly "trying to make illegal profits on the mainland". Unusually for Beijing, Du failed to provide statistical evidence of the problem. Instead, the official pointed to figures showing the success of a three-month crackdown on gang-related crime which began in February and which has already led to the conviction of 28 criminals, some of whom have been sentenced to death for their offences. He said that police had received 3,700 tip-offs from the public, as a result of which it was currently investigating 1,013 cases. On 23 May the Public Security Ministry hailed the success of a campaign against economic crimes. In 2005 alone police say they uncovered more than 60,000 cases of economic crime, arrested 50,000 suspects, and retrieved the equivalent of $1.79bn. Beijing is also eagerly awaiting the return of its most notorious economic criminal, the smuggling kingpin Lai Changxing, whom they expect to be deported by Canada in the near future. Lai, who tops China's most-wanted list, fled to Canada in 1999 after he was linked to a massive smuggling operation in China during the 1990s and was accused of bribing public officials. On 11 May Canada refused his request for refugee status, and Ottawa intended to send Lai back to China on 26 May. However, his repatriation has now been delayed due to concerns over what fate might await him upon his return; under Canadian law the government cannot deport criminals if there is a chance they will face torture or execution, and China has promised only that he will be "judged fairly". The police has also lauded its success in cracking murder cases. On 16 May authorities claimed to have solved almost 90% of the 30,000 murder cases in 2005, a much higher rate than in the US, for example (63%). The police dismissed the suggestion that forced confessions were partly responsible for the impressive rate, arguing that "such cases are happening less and less now". But whether such successes are legitimate or not, Beijing's admission this week that the rate of gang-related crime is rising rather removes their gloss. Worse still, China's biggest-ever cocaine seizure, in May this year, suggests the gangs will soon have a major new source of revenue.
