Anyway, to answer your question (wah serious u never use cap before?!?!?). Its not normal for the condom to roll back. You probably did not pull it down far enough. When using cap, I always make it a point to roll the thing down as far as possible, until it covers the pubic hair on the dicky itself.

For your case, if the tip still on, that means there is no fluid transmission. So should be save for HIV and some stuff. But there are other minor STDs which transmit thru skin to skin contact.

Go for test just to reassure yourself if you need the peace of mind.
