4.45 was too low comparing last few days at 4.49

Good News ...

In order to help Chinese companies producing exports and consumer goods, the government allowed the yuan to fall against the U.S. dollar....

we could see some rmb softening overall against all currency soon ...

Indeed a good news, but i find it quite weird.
There is no much movement in the rmb xchg rates.
But how come money changers can quote at Ridicules 446???
Is it becos year end is approaching ?
