Tell your boss that respecting employees' privacy in the office makes good business sense. He should weight against the cost including the cost to staff's morale and productivity and as long as employees' privacy rights does not conflict with an employer's right to manage, he should seriously think about partitioned office which is vital to productivity

Ask him to sit in an open office table for a day and see how he feels
