PI was supposed to follow only Joe. He probably can't even recognize James and Sylvia outright. Also, they didn't interact much with Joe, so they might not have been conspicuous.

I step away for like 2-3 days and wow so much story development. He did it! It was some of the best reading ever and I struggled to not whip out my didi while i was reading.
