破大案、挖“保护伞”是重点

张科说，现在已经不再是线索排查、“上报一个漂亮的数据”的阶段了，下一阶段的重点是破大要案和挖“保护伞 ”。

“从总体来看，东莞查办了一批案件，一些关键数据在全省排名靠前。但必须承认，这只是冰山一角，许多深层次 问题还没有真正触及。”市打击制假售假专项行动小组组长、市质监局局长罗晓勤在会上说。

罗晓勤引述市委副书记姚康的话说：“我市打击制假售假这辆车跑得很快，但拉的货质量不高。”这个“质量不高 ”主要就是指破大要案和挖“保护伞”战果不多，差强人意。

罗晓勤分析称，究其原因，主要还是基层“慢热”，“不愿打”、“不敢打”、“不会打”、“不真打”的问题突 出。他说，要解决这个问题，就必须把案件做深做透，把隐藏在打假领域的“保护伞”连根拔起，切切实实破几宗 大案，抓几个典型，震慑违法犯罪分子，尽快扭转当前的不利局面。

考评12个牵头部门

据了解，市“三打”办已出台镇街“三打”专项行动工作绩效考评方案，东莞将按照省里部署，对于各成员单位、 各镇街的专项工作进行考核、考评。

为促进打击制假售假工作，东莞将建立工作进展定期通报机制，市经信局、市公安局等12个行 政执法部门的打假工作须每周通报一次，有关部门对12部门的通报情况将进行考评。截至7月2日，在考评中排 名前三的分别是市公安局、市质监局和市工商局。

■两个方案

成立市打假挖“伞”领导小组

会上下发了《东莞市打击制假售假专项行动大案要案查办工作方案》和《东莞市打击制假售假专项行动深挖幕后“ 保护伞”工作方案》。

根据《东莞市打击制假售假专项行动大案要案查办工作方案》，今后各镇街将分类完成大要案指标，从6月到年底 ，甲乙丙类镇街要分别查处12宗、9宗、6宗大案要案，年底进行考评。

其中，莞城、南城、东城、虎门、厚街、长安、塘厦和常平8个镇街为甲类，石龙、万江、大岭山、大朗等11个 镇街为乙类，中堂、石排、望牛墩等13个镇街则为丙类。

根据《东莞市打击制假售假专项行动深挖幕后“保护伞”工作方案》，将成立市打假挖“伞”领导小组，由市质监 局局长罗晓勤任组长，市公安局也将成立打假深挖“伞”联动小组。今年8月前将力争成功打掉两宗以上“保护伞 ”案件，并力争在年底考核中进入全省打击“保护伞”工作前五名。

据悉，目前市打假专项办已筛选出20宗涉嫌存在“保护伞”的案件。

Since CP is being heavily being bombarded. And we might have to shift base in future, I think we should start a KTV count on the few towns as well as the girls strength.
