Saigon to restrict but not ban motorbikes by 2030

The city would only consider a motorbike ban once its public transport is capable of meeting travel demand.

Following Hanoi and Da Nang, Saigon has also come up with a roadmap to limit private vehicles in order to ease traffic congestion.

The proposal, submitted to the transport department on Friday, would have the city focus on developing public transport and gradually restricting private vehicles from downtown streets and areas prone to congestion by 2030.

Under the first phase from now until 2020, Saigon would increase parking fees, restrict parking for motorbikes and impose a toll on vehicles entering the city center. The city would also develop its bus network and encourage the use of buses over private vehicles, while continuing to expand pedestrian zones.

After 2020, the city would develop a metro system and a Bus Rapid Transit (BRT) system, while limiting the number of newly-licensed private vehicles. The roadmap would also see the city restrict and eventually ban motorbikes from downtown streets and areas prone to congestion by 2030.

However, Bui Xuan Cuong, director of the Department of Transport affirmed the city would not ban motorbikes by 2030 and the proposed roadmap would only be used as a guideline.

“Only when it's proven that the city's public transport is capable of meeting people's travel demand will we consider banning motorbikes,” Cuong said.

But transport expert Luong Hoai Nam said the plan to develop the city's bus network, and hence the entire proposal, would fail unless the city goes through with the 2030 motorbike ban.

According to Nam, unless the city bans motorbikes, most people will not buy bus tickets, making the bus network unable to grow as it wouldn't be profitable enough to attract investors. Therefore the city's public network would never be able to meet travel demand.

Tran Anh Tuan, another expert, suggested adding a framework for assessing private vehicles' environmental impact.

Earlier this month, Hanoi approved a proposal to ban motorbikes from the city center from 2030 to reduce traffic congestion, despite strong opposition from experts and the public.

The capital city will also impose restrictions on cars, but not a blanket ban.

Da Nang also approved a plan last Friday which would see the city restrict private vehicles from certain streets in downtown areas where public transport can handle local travel demand.

The central city would limit the number of newly-licensed vehicles each year, and hopes to stop issuing licenses to new motorbikes altogether by 2028.

With $100 budget you can stay in quite a nice hotel liao, somemore paid by Ah Gong so no point stinging

Pick those hotels that have their in-house massage parlours and you should have no issues calling them to your rooms.

Vietnamese man banned from flying for harassing women

The man from Hanoi is accused of bullying female attendants and harassing three women sitting near him.

Vietnam's aviation authorities have banned a Hanoian man from flying for the next nine months for “disturbing” women on a domestic flight.

Nguyen Xuan Thanh, 41, was accused of rudely scolding attendants on a flight from Ho Chi Minh City to Hanoi on June 24, before teasing and harassing three passengers sitting in front of him.

Thanh will be banned from taking all flights in and from Vietnam until April next year. He will also be subject to stricter security checks for the six months after that, the Civil Aviation Administration of Vietnam said on Tuesday.

In May, a woman from Hanoi also received a one-year flight ban for refusing to pay a $176 fine for picking a fight with attendants and other passengers, causing a flight to be delayed by 50 minutes.

HCM City has 10 ‘black spots’ where congestion is getting more serious

VietNamNet Bridge – The HCM City Department of Transport said that of the 37 traffic jam hotspots in the city, 10 sites are becoming more congested.

Tran Quang Lam, deputy director of HCM City Department of Transportation, told a conference of the Ministry of Transport on July 17 that HCM City had applied many measures and built a series of works to reduce congestion.

Lam said that of these 37 points of congestion, traffic jams at 25 points had been reduced by 50% and 2 points by 20%; 10 points have more serious congestion.

Lam insisted that the handling of traffic jams was a great concern of HCM City authorities. By the end of the year, the city’s goal will be to reduce the number of the current 37 congestion points.

He said the completion of 19 key traffic projects in the city in the second half of the year is considered one of the important solutions to curb traffic jams.

Lam revealed that this August, the first river bus route in HCM City will be put into operation. This route is expected to transport about 8,000 passengers a day. In early 2018, the second river bus route will be operational.

The first river bus route is about 10.8 km long, running from Bach Dang wharf to the Sai Gon river through the Thanh Da canal and then to the Saigon river again to Linh Dong ward in Thu Duc district. This route consists of 7 stations, based in the districts of 1, 2, Binh Thanh and Thu Duc.

The second river bus route of 10.3 km runs from Bach Dang wharf (District 1) along the Saigon River to Ben Nghe canal, Tau Hu canal, through districts 1, 4, 5, 6, 8 and vice versa.
