As for the 2nd REQUIREMENT, u need to beg another 109 more points on to add to yr current -109 to make a total of 209points & u will get yr 1st rep power to exchange.

Since u had joined sbf in Aug 2019, yr REP POWER will be either 5 or 6 where many hungry samsters will clamour to up u as well as seeking u to up them back ... like bees to the honey.
