In yesteryears when chatting with okts, the understanding was that the number of rooms gauges the size of a particular house to justify a certain quota. But after cat40 came into the scene adherance changes. Looks like free for all...applications subject to approvals...no questions asked..... but at times they still look at cat40 as a form of standardisation which is 1 to 1. Agree with you quality matters more as oppose to quantity but then again he must have some gals as a standard...not an easy task though as m'sia is the only source.
