As hogrider24 has mentioned, one whole night with a lady would cost you 100,000 kyats (75 to 80 usd). And average cost per meal would be around 10,000 to 20,000 kyats ( 7 to 9 usd).
So assuming you have three meals a day and some fun at night 😉, that would give you roughly 100 usd a day. As for commuting, you can use uber or grab which could take you to places you wanna go without needing to explain. Fares may vary but should not exceed 20 usd a day if you travel within central yangon. So I would say that you are fully covered if you are brining 600 for 4 nights exclusive of the lodging.

both are good and have own benifits and distance is not much so not to worry . I suggest Melia is next to Myanmar plaza which has current popular clubs ..also G star for spa which is almost walking distance .go ahead with this
