Who is Cecilia Sue Siew Nang, the female IT executive identified in the four charges levelled against former Central Narcotics Bureau (CNB) director Ng Boon Gay?

Speculation on her identity has been rife since late January, when news broke of the high-profile investigations into Ng, who is 46 years old, and ex-Singapore Civil Defence Force (SCDF) commissioner Peter Lim for alleged misconduct.

Back then, reports speculated that Sue, believed to be 37 years old this year, was involved with both Ng and Lim. This proved to be false last Wednesday when Lim was charged in court, and none of the 10 charges read out to him included her.

Ng, on the other hand, was on Tuesday morning charged with four counts of receiving fellatio from Sue between June and December last year — twice while she was employed as a sales manager at Hitachi Data Systems Pte Ltd, and a further two times in December, when she had started work at Oracle Corporation Singapore.

Hitachi’s Singapore branch provides IT, security, and industrial products and services, among others, while Oracle provides software for e-business. Both are multinational corporations.

While it is not certain when exactly Sue was employed with Hitachi, she was working for them between June and November 2011, the period over which Ng’s first two offences were committed.

A spokesperson for Hitachi confirmed Sue’s employment with the company during that time, but said no one in the company was privy to her actions.

“Any alleged inappropriate behaviour attributed to our former employee during her time at HDS was undertaken without the knowledge of, or being condoned by, anyone at HDS,” she told Yahoo! Singapore in a statement.

Attempts to seek comment from representatives at Oracle all through Tuesday were stonewalled, with the company’s public relations executives declining to confirm whether or not Sue is still working there.

Rumours on her background continue to fly

Apart from details of her employment, conflicting rumours about Sue’s background continue to fly between local media and across internet forums, particularly in $$$$$$$$$$$$ and SammyBoyForum.

The Straits Times previously reported that she was married and had given birth to a child in early 2011, but according to Lianhe Wanbao, she was divorced from her husband, whom the former said is a businessman who holds directorships in several companies.

She was described to have a tall and slim frame, with long, wavy hair. The English broadsheet also reported that Ng knew Sue for more than three years, and had been close to her since early 2009.

Internet users on SammyBoyForum posted screengrabs of what was believed to be Sue’s LinkedIn profile in January, which detailed her employment and education history.

This included spending about six years at IBM Singapore as an advisory sales specialist, after studying at Curtin University of Technology and Singapore Polytechnic. The Straits Times previously reported that Sue attended a local polytechnic as well as an Australian university before entering sales in the IT industry. The LinkedIn profile, as well as a Facebook profile believed to belong to her, was soon taken down.

No longer servicing CNB accounts: MHA

Separately, the Ministry of Home Affairs (MHA) confirmed that Sue is no longer involved in servicing accounts that either of her employers had or have with CNB.

A spokesperson said, however, that as Ng’s case is before the courts, the ministry is unable to confirm whether or not the contracts and tenders Ng and Sue were separately or directly involved in have been suspended or under review.

“(The ministry) is not able to provide any information which may potentially be the subject of the charges against Mr Ng Boon Gay,” he explained.

In the meantime, Ng’s lawyers said they will be writing in to the public prosecutor’s office to seek clarification on the four charges, specifically on how the acts of fellatio advanced the business interests of Hitachi and Oracle, as well as what the interests themselves were.

It is not known at this stage whether or not Sue will be required to testify should the case proceed to trial, as Ng’s defence counsel made clear on Tuesday that he will be challenging all four of his charges.

Ex-CNB Chief 'firmly believes' he isn't corrupt

HE IS a former government scholar and a married man who held the top position in the Central Narcotics Bureau (CNB).

But Ng Boon Gay, 46, is said to have had oral sex with another woman on four occasions, in exchange for helping her further the business of two IT companies she had worked for.

Ng was yesterday charged in court with four counts of sex-related corruption, where he obtained sexual gratification from Ms Cecilia Sue Siew Nang.

He is alleged to have done so to further the business interests of Hitachi Data Systems (HDS) and Oracle Corporation Singapore as information-technology vendors.

The alleged trysts allegedly happened between June and December last year.

One of the alleged offences was said to have taken place sometime between June and July last year and another, sometime between October and November, when Ms Sue was a sales manager with HDS.

The remaining two alleged encounters allegedly took place in early December while she was a senior sales manager of Oracle Corporation Singapore.

The charge sheets did not provide details of the locations of the alleged trysts, and Ng pleaded not guilty to all charges.

He is represented by Senior Counsel Tan Chee Meng and lawyer Melanie Ho, from law firm Wong Partnership.

The lawyers issued a statement to the media yesterday afternoon which said: "Personal indiscretions aside, Boon Gay firmly believes he is not a corrupt officer."

It also said that the charges "as framed are very general in nature". The lawyers added that they will write to the Deputy Public Prosecutor to ask particularly how Ng had allegedly assisted in furthering the interests of the two companies, and what these interests were.

Wife will continue to stand by him

The statement also included a line from Ng's wife, which read: "I have never doubted his professional iintegrity and will continue to stand by him."

According to online marriage records, Ng married a Ms Yap Yen Yen in 1994. Ng arrived at the Subordinate Courts yesterday in a white MaxiCab, accompanied by his wife and lawyers, at about 9am.

His face was expressionless as he entered the building.

When contacted, HDS said that "any alleged inappropriate behaviour attributed to our former employee (Ms Sue) during her time at HDS, was undertaken without the knowledge of, or being condoned by, anyone at HDS".

It added that the company has not been informed that it is the subject of any investigation.

Oracle could not be reached for comment.

If convicted, Ng faces a fine of up to $100,000 and a jail term of up to five years, or both, on each charge. He is currently out on $10,000 bail and is due back in court on June 26.

The Corrupt Practices Investigation Bureau arrested Ng on Dec 19 last year, two weeks before former Singapore Civil Defence Force (SCDF) commissioner Peter Lim Sin Pang was nabbed.

Lim, 52, was charged last week with 10 counts of corruption.

He was alleged to have had trysts with three women, in exchange for favouring their firms during IT-related tenders held by the SCDF.

The alleged offences allegedly took place in public places such as carparks, in apartments in Clementi and Tanjong Rhu, and even in a hotel in Paris, France.

The prosecution's role isn't to judge. That is the role of the judge. The prosecution's job is to determine if the case merits being put on front of a judge. Even if the prosecutor's case is weak, they will have to put the case in front of a judge to show that there is no cover up just because senior civil servants are involved.

The whole case against the cnb head may be determined by 1 question to Cecilia Sue. If he isn't a senior civil servant, will you give him a blow job? If her answer is no, tough case for the cnb head then.

The 36-year-old. a senior sales manager at the multinational, told sources close to her that she had no reason for leaving as she felt she had done no wrong, the report said. She joined the company in November last year.

Ms Sue was one of the women allegedly linked to a sex-for-contracts corruption case regarding the former chief of CNB, Ng Boon Gay, 46.

According to the report, Ms Sue has been married for 13 years to a businessman who is a director of five companies here. She has a one-year-old child and lives in a condominium in central Singapore.

Ng allegedly obtained sexual gratification on four occasions from Sue between June 2011 and December 2011 in return for his help to 'further the business interest' of Hitachi Data Systems and Oracle Corporation Singapore.

The first two instances took place between June and last November when Ms Sue was still a sales manager at Hitachi. The other two incidents are believed to have taken place after she joined Oracle.

However a Straits Times report indicated that it was believed that Oracle had no IT-related dealings with CNB during Ng's term as chief between February last year and his suspension on Jan 25.

Also, HDS, believed to be a sub-contractor for CNB's IT tenders, was not directly awarded any contracts by the agency.

The report further pointed out that though the alleged trysts between Ms Sue and Ng happened over a period of six months, according to the charge sheets, both are said to have been close since 2009.

Ng's wife said in a statement to the media that she has never doubted his professional integrity and will continue to stand by him.
