almost all 3 stars and lower hotels allow gals overnight. just need gal to provide ID. 5 stars ones confirm cannot. will call your room to ask gal to get out before 10 pm....

i always take any vinasun taxis to D1 for about 100k plus dong. not very exp and fast.
