Before Mr Muhammad Ali Abdul Kadir, 41, could get out to investigate, the MPV sped off, beating the red light in the process. Unable to jot down the culprit's licence plate in time, Mr Ali decided to give chase. The pursuit took them past two more red lights as well as against the flow of traffic, but Mr Ali said he felt he needed to catch the irresponsible driver and warn others. "I kept sounding my horn to warn other road users of this dangerous driver and tried to keep up," he said. "I know what I did was wrong, but I needed to catch and stop him." Mr Ali thought he almost had him after the driver crashed head-on into a police Land Rover, which was travelling in the opposite direction, and came to a halt. But when Mr Ali alighted from his taxi and tried to open the MPV door, the driver reversed his vehicle, swerved it to the right and caused Mr Ali to fall The MPV then sped off into the distance. But the driver did not get far. His reign of terror on the roads ended when his vehicle crashed into the wall of a mall carpark and burst into flames. Yesterday, Chee Chern Chun, 42, was jailed 12 weeks, fined $2,000 and banned from driving for three years. His 1.3km rampage began at 3.26am on Oct 3, 2014, when he crashed into the rear of Mr Ali's taxi at the junction of Merchant Road and Eu Tong Sen Street. Chee then beat the red light at the junction and drove along North Canal Road, prompting Mr Ali to give chase. "I was very angry. I believe that you must be responsible for your actions. This driver just drove off. I couldn't let him go just like that," he said. ONE-WAY ROAD Chee beat a second red light as he turned onto South Bridge Road, and a third one when he made a right turn onto Upper Pickering Street, which is a one-way road. Mr Ali tried his best to keep up. "He was going very fast on a small road. I kept honking, just hoping to alert other road users and prevent an accident," he said. They drove against the flow of traffic and onto a slip road from New Bridge Road, where Chee crashed head-on with a police Land Rover. Mr Ali quickly alighted from his taxi and tried to open Chee's door, which was locked. He also caught a glimpse of the errant driver for the first time. "He looked blur, like he was in a daze. He didn't look like someone who had been driving in such an aggressive manner," he said. Their encounter was brief as Chee reversed his vehicle and caused Mr Ali, who was holding on to the door handle, to fall. Chee then sped off and drove against the flow of traffic along New Bridge Road until he reached Funan DigitaLife Mall. He crashed through the mall carpark exit barrier and collided into a hose reel, causing his engine to catch fire. But Chee continued his road rampage as he reversed his vehicle and grazed a parked lorry. The MPV eventually came to a halt after it crashed into a wall and burst into flames. Chee, who managed to escape, was detained by the mall's security officers as the Singapore Civil Defence Force arrived to put out the fire. Mr Ali gasped when he heard the details for the first time yesterday. "I thought he just pulled over on his own. I didn't know it took his vehicle going up in flames to put an end to it. I hope he was all right," he said. Police officers found that Chee reeked of alcohol, had a flushed face and bloodshot eyes, and was slurring, court papers said. A Breath Evidential Analyser test revealed that he was two units short of failing the prescribed limit of 35 microgrammes per 100ml of breath. He later told the authorities that he had been suffering from extreme fatigue. Court papers said Mr Ali's taxi and the police Land Rover suffered slight damage to their rear and front bumper respectively. Mr Ali also suffered bruises and was given three days of medical leave. Yesterday, Chee was jailed, fined and banned from driving for one count each of rash driving endangering human life, inconsiderate driving that caused the collision with Mr Ali's taxi, and failing to stop after being involved in an accident. Two other charges were taken into consideration for sentencing. When told of Chee's sentence, Mr Ali promptly replied: "Good." But he added that he did not bear any grudges against the driver and that the experience did not faze him from going back out on the roads. "What was most important was that no one was seriously hurt or killed that night. And that justice is done," he said. I was very angry. I believe that you must be responsible for your actions. This driver just drove off. I couldn't let him go just like that.

Weekly cases of hand, foot and mouth disease hit four-year high
The Straits Times Saturday, May 21, 2016 The Straits Times By Yuen Sin SINGAPORE - Weekly cases of hand, foot and mouth disease (HFMD) have hit a four-year high, according to figures from the Ministry of Health (MOH). There were 1, 317 cases reported last week (May 8-14). The last time numbers tipped over 1,300 was in 2012. Earlier this month (May), the MOH said that it is working with its partner agencies to step up vigilance and preventive measures in response to a rise in the number of HFMD cases. There have already been 15,579 cases this year, a 40 per cent increase from the 11,117 cases reported during the same period last year (2015). But after the session, the 28-year-old Chinese national realised he was burned a second time - when the bank rejected the cash cheque the client had given him. On May 16, 2014, Singaporean waiter Lim Jit Kiat, posted an advertisement on a classified website, saying he was looking for men between 18 and 45 to work in the entertainment line. They also had to provide special services to male clients, he added. The man responded to the ad by adding him on WeChat at 10pm the next day. The victim cannot be named due to a gag order. Lim then pretended to be someone known as "Mr Huang" and asked the man to send a photograph of himself. Deputy Public Prosecutor Tan Zhongshan said that after receiving the victim's photo, Lim claimed he had a rich Korean client who was willing to pay $1.2 million if the victim agreed to be caned and burned by cigarettes. The victim agreed. About an hour later, Lim stole his father's POSB cheque book in their flat at Block 54, Sims Drive. Pretending to be the Korean client, Lim met the man at Geylang around 1.30am the next day and promised to increase the payment if the victim performed well. They checked into a Hotel 81 branch at Lavender Street and, according to court papers, the Chinese national forked out $75 for a room there. In the room, Lim used three bamboo canes to hit the victim's buttocks and also burned him with cigarettes. The man endured the pain and tried to show that he enjoyed the session. Because of this, Lim agreed to increase his payment to $1.36 million. He took out one of his father's cheques before writing down "$1360000" (sic) in the box and spelt out "One million three hundred thousand". After signing it, he handed the cheque to the victim and left the room. Noticing a discrepancy between the two written values, the victim amended the cheque on his own to match the bigger amount. At about 12.45pm the next day, he went to a POSB branch at Jurong Point and tried to encash it. But the bank could not process the transaction as the signature Lim had scrawled did not match the one in its records. Lim's father also did not have enough money in his account for such a large amount to be withdrawn, the court heard. The police were notified and officers arrested the Chinese national as they suspected him of committing a cheating offence. The truth soon emerged when he told them the cheque came from Lim. Lim, now 42, pleaded guilty to one count of forgery. One count each of cheating the victim and theft will be taken into consideration during sentencing. Lim will be back in court next Tuesday. For committing forgery, he can be jailed up to 15 years and fined.

Mr Myo Min Aung was working for painting works company, Height.Service.Magnanimity (HSM) at the shopping mall when he fell. On Friday (May 20), HSM site manager Muhammad Hidayat Abdul Rahman, now 41, pleaded guilty to one count each of depositing a dying person in a public place, failing to ensure the safety of his workers at the site and employing Mr Myo Min Aung, who did not possess a valid work pass. According to court papers, Hidayat had failed to: Conduct an adequate risk assessment of the repainting works. Develop safe work procedures specifying how the ropes for an access system were to be anchored for night works. Ensure that the boom lift operator had been licensed to perform his duties. For failing to ensure his employees' safety, Hidayat could have been jailed up to two years or fined up to $200,000. For dumping the man, he was given the maximum six months' jail. He was fined $85,000 for the other two offences. Last December, his brother, safety supervisor Azhar Abdul Rahman, now 45, was also jailed for six months after pleading guilty to similar offences.
