If you write each word correctly in vietnamese character then it makes no sense to me.. i have search thru the v dictionary and found :

Sai =to send
đâu = where ; somewhere ; anywhere ; everywhere
toi = to die, to waste
sửa = to repair to correct, to put right
đấy = here
cơ = opportunity
mà = where

Hu hu hu, why so difficult to translate?

More buses run for HCM City-Cambodia trips

Ho Chi Minh City-based Sapaco Tourist Company increased bus tours between the city and Cambodia on December 4, the day the Vietnam-Cambodia visa exemption for ordinary passport holders takes effect.

At its station in HCM City, the company operates daily seven buses to Phnom Penh instead of five previously, departing at 6 am, 7am, 8am, 9am, 10am, 11:30am and 1pm.

At its station in Phnom Penh, the seven buses leave for HCM City at 6 am, 7am, 8am, 9am, 11:30am, 1pm and 2 pm.

In addition, Sapaco buses between HCM City and Cambodia’s Siem Reap, home to Angkor, now run daily instead of every two days.

Before December 4, Vietnamese holders of ordinary passports had to pay US$20 for Cambodia entry visa.

On November 4, the government of Vietnam and Cambodia signed an agreement on visa exemption. Under the agreement, which takes effect on December 4, citizens of both countries with ordinary passports valid for at least six months can stay up to 14 days in the other country without a visa.

Given this visa exemption, Vietnamese tour operators and tourism companies expect that more Vietnamese and Cambodian tourists will visit the other country.

English skill of Vietnamese students remains low

VietNamNet Bridge – The English skill of Vietnamese students remains at a low level in comparison with students in regional countries. Vietnamese students are not capable enough to use English in learning and research.

160 universities nationwide today are attending a workshop on teaching English in non-English major universities held by the Vietnam Ministry of Education and Training (MOET) and the US Educational Testing Service (ETS).

Before the workshop’s opening, MOET sent a questionnaire to 162 non-English major universities throughout the country and received replies from 59. What the ministry found from the survey was that the English skill of Vietnamese students is at a low level in comparison with students in regional countries.

87.2% of the surveyed universities said they set goals when compiling syllabuses for English teaching. However, the goals prove to be vague with no detailed criteria on the standards of English skills every year and the level of English learners should have at graduation. Only 15.6% of universities said they regularly amend syllabuses and teaching documents to improve teaching quality.

MOET has cited several reasons to explain the inefficiency of English teaching. No standard for English skills at different levels has been set, while this proves to be very necessary to serve the compilation of teaching documents, textbooks and syllabuses. A necessary progression does not exist in English teaching at different educational levels (primary, secondary, high school and university).

Meanwhile, the ministry has also pointed out that a lot of English teachers do not have opportunities for regular training. Many of them do not have opportunities to regularly communicate in English; thus, they lose active communication skills.

The examination and assessment of English teaching skills are still been carried out in the old way, with the focus on reading skill and geographical exercises. They do not pay appropriate attention to communication skills as required by newer teaching methods.

MOET has suggested a lot of measures to settle the problems. By 2012, students of four study branches, information technology, finance & banking, business administration and tourism, will hear lecturers in English. By 2020, English will be a teaching language for study branches which have high social demand.

The ministry allows and encourages students to learn English in advance and shorten the duration of required English learning. Vietnam will have an independent system of English skill recognition. There will be regulations on exempting English learning and examinations for students who have certificates of English granted by international or recognised domestic institutions.

Changeable very cold spells to affect Vietnam this year

Nhan Dan – It is likely to have changeble prolonged very cold spells this winter due to the affect of the weak La Nina phenomenon, according to the National Centre for Hydro-Meteorological Forecast.

The first very cold spell is possible to occur in late December, 2008 and early January, 2009, a bit later than many years. It is forecast that both damaging and very cold spells will affect Vietnam, with the average temperature of no higher than 15 degrees celsius.

It is very likely to have three or four cold spells in the northern region and the northern part of the central region from January to March, 2009.
