JAKARTA: Indonesia said on Monday (Mar 9) that the number of confirmed cases of people infected with the coronavirus had risen by 13, including 11 Indonesians and two foreigners, taking the total number of cases to 19 in the Southeast Asian country. Achmad Yurianto, a health ministry official, told reporters the ages of the newly confirmed cases ranged from 16 to 59 and some had interaction with the country's first two patients announced a week ago. |

Indonesia scrambles to contain coronavirus as most hospitals not ready
The government announced three new deaths and 35 new COVID-19 cases, including two toddlers, on Friday as it scrambles to contain community spread and get referral hospitals ready to face the pandemic. President Joko “Jokowi” Widodo said the government had established a “fast-response” team, led by the National Disaster Mitigation Agency (BNPB). Under the coordination of the BNPB, the Health Ministry, the Indonesian Military (TNI) and the National Police, the team was tasked with, among other things, spearheading the measures to trace the movement of COVID-19 patients and those who had come in contact with them. "We know that this virus spreads rapidly. Thus we should carry out prevention and mitigation efforts simultaneously," Jokowi said on Friday, "The government has and will continue to carry out tracing of contacts in this case." The fast-response team is also responsible for handling surveillance and isolation of suspected COVID-19 patients and coordinating with relevant stakeholders to ensure effective containment measures to curb possible wider contagion, including at the country's airports and sea ports. Jokowi reiterated that the government had prepared 132 referral hospitals across the country. “The Health Minister said there were 132 referral hospitals, from 100 previously. We will add more: 108 TNI hospitals, 53 hospitals under the National Police and 64 hospitals under state-owned enterprises,” he said. A leaked document obtained by The Jakarta Post on Friday, however, showed that out of the list of 132 hospitals, only 49 were “ready”. The document is the minutes of a meeting between several institutions including the BNPB, Health Ministry, Executive Office of the President and the offices of the Coordinating Human Development and Culture Minister and Coordinating Political, Legal and Security Affairs Minister on March 10. BNPB head Doni Monardo did not confirm the information in the document to the Post, nor did he deny the content. A source who requested anonymity told the Post that in the meeting it was revealed that out of 132 hospitals designated as referral facilities “only 49 hospitals are really ready” for COVID-19, while the other 83 were in the “preparation stage”. Some referral hospitals for COVID-19 in West Java have reported a lack of protective gear for medical personnel who handle patients suspected of having been infected with the virus. Eight out of 52 hospitals in the province have been appointed as referral hospitals for COVID-19 patients, including Hasan Sadikin Hospital in Bandung – the largest hospital in the province – and Dr. Slamet Hospital in Garut. West Java Health Agency head Berli Hamdani Gelung Sakti said the medical team at Dr. Slamet Hospital had to transfer a patient because of a lack of protective gear, although the hospital had an adequate isolation room and other medical equipment. "The Health Ministry responded by saying it was ready to supply all the necessary protective gear requested by the referral hospitals. We are still calculating whether we have sufficient equipment [to handle COVID-19 cases],” Berli told The Jakarta Post on Monday. The agency head said he hoped the ministry could send protective gear soon to COVID-19 referral hospitals across the province because the isolation room at Hasan Sadikin Hospital was full. Raden Rara Diah Handayani, a pulmonologist at Persahabatan Hospital in Jakarta, one of the referral hospitals, said that when COVID-19 patients suffered from light pneumonia they could be cured faster. However, when they have developed acute respiratory distress syndrome (ARDS), that means the patient's lungs are already infected, causing respiratory failure, then they really need the ventilators to breathe. “And now the hospitals treating the confirmed cases of COVID-19 are facing a crisis because ventilators are expensive, but we really need this technology and equipment. This is what we are thinking right now, hospitals need more ventilators and [isolation] rooms,” Diah said in a discussion on Wednesday. “And we don’t only need the equipment but also the human resources. We need medical workers who are experienced and understand infection control,” she added. She also said the government must pay attention and protect the medical workers treating COVID-19 patients. “This disease is highly contagious. We must not only save the sick ones but also the healthy ones. We need healthy medical workers. They must be equipped with a protective suit when they treat patients. We must protect them because medical workers are the front line in this fight against the disease,” she said. In West Java, due to the limited availability of personal protective equipment (PPE) such as hazmat suits, medical personnel of a public hospital in Tasikmalaya, West Java were forced to wear thin plastic raincoats, costing Rp 10,000 (70 US cents) apiece, when transporting patients under observation for COVID-19. “Yes, it’s true that our staff were wearing just raincoats,” Tasikmalaya Health Agency head Uus Supangat said on Wednesday as reported by tribunnews.com. “The city [administration] bought 100 plastic raincoats at the store for a total of Rp 1 million.” Some of the main referral hospitals have also reported that they have only a few isolation rooms. With growing numbers of positive patients, Sulianti Saroso Infectious Diseases Hospital (RSPI Sulianti Saroso) in North Jakarta, for example, only has 11 isolation rooms for COVID-19 patients.) On Friday, Jokowi also stated that they were going to immediately finish the construction of a health facility specializing in treating COVID-19 patients on Galang Island in Batam, Riau Islands. However, the plan to build a health facility in Galang was criticized by epidemiology experts. Syahrizal Syarief, an epidemiology expert at the University of Indonesia, said building a new hospital would be a waste of money that would have been better allocated for ventilators and protective suits for medical workers. “That’s also what we really need right now. I hope the government think thoroughly when they make policies like this,” he said. |

Indonesia's transport minister is in intensive care after testing positive for the novel coronavirus, an official said Saturday, as schools and tourist attractions were ordered to close over the health threat. Transportation Minister Budi Karya Sumadi was receiving treatment at an army hospital in Jakarta, according to State Secretary Pratikno. A hospital spokesman said Sumadi was encountering difficulty breathing but that his condition was improving. Pratikno said Sumadi was involved in virus mitigation efforts, particularly the evacuation of Indonesians from epicenters of the outbreak, and that President Joko Widodo had called for tests to be carried out on other ministers. Cases of the virus in Indonesia, the world's fourth most populous country, have jumped from zero two weeks ago to 96, with five deaths, according to government spokesperson Achmad Yurianto. He also said the virus has spread outside Greater Jakarta to Bandung in West Java, Solo in Central Java, Manado in North Sulawesi, Pontianak in West Kalimantan, as well as holiday havens Yogyakarta and Bali. Following the increase, the government on Saturday established a task force on COVID-19 mitigation. Jakarta's Governor Anies Baswedan announced that schools would close for two weeks starting Monday, and ordered the closure of city-owned tourist attractions, such as Ragunan Zoo and Ancol beach. He emphasized that Jakarta would not be locked down but urged people "to be responsible" and called for social distancing when possible. Similarly, the administration of Solo, Central Java, Friday announced that schools and tourist attractions would close after a coronavirus patient died in the region. The World Health Organization has said it is particularly concerned about high-risk nations with weaker health systems, which who may lack the facilities to identify cases. A day after declaring the coronavirus outbreak to be pandemic this week, WHO chief Tedros Adhanom Ghebreyesus called Indonesia's president Widodo and both agreed to "scale up cooperation." |

'We are worried,' say Indonesian healthcare workers as COVID-19 takes toll on medical system
JAKARTA: On Saturday (Mar 21), Dr Djoko Judodjoko breathed his last in a Jakarta hospital. The 70-year-old, who had underlying health conditions, was treated for COVID-19 earlier. He was one of the seven doctors nationwide who contracted coronavirus and eventually passed away, according to the Indonesian Medical Association. More than 40 healthcare workers are currently being treated for COVID-19. Dr Judodjoko's brother-in-law, Dr Pandu Riono, tweeted: “Farewell brother Koko. Forgive me for not being able to push the government under @jokowi to seriously overcome the COVID-19 pandemic. You’re infected when in active service. Many health workers have been infected and left. The (excuse) of lack of PPE (personal protective equipment) is not forgivable.” “It’s not enough to talk, we need to act,” the public health expert from the University of Indonesia wrote. The number of COVID-19 cases involving healthcare workers has led their colleagues across the country to be more vigilant, while appealing for urgent measures to be taken to safeguard them. “These are not just numbers, not just statistics. These are human beings,” Dr Riono told CNA. In another interview with CNA, nurse Siswanto, who goes by one name, said he is concerned about the deaths among COVID-19 medical workers. “I am worried ... The local government must provide the nurses with full personal protective equipment," he said. He is with Gunung Jati hospital in Cirebon, West Java. The hospital has so far treated two COVID-19 patients, one of which passed away while the other has been discharged. In Malang city, East Java, the head of tropical and infectious disease at Dr Saiful Anwar Hospital shared similar sentiments. “Doctors and nurses are at a very high risk of contracting the disease, so protection, especially PPE needs to be the main priority,” Dr Didi Candradikusuma told CNA. In an earlier interview, the doctor told CNA that general equipment at the hospital like gloves and masks should be sufficient for the next four months. However, he now says there is a shortage due to a sudden spike in COVID-19 cases. “The amount is not enough because the demand is high and we’re running out of supplies. “So donations should be given in the form of PPE or medical equipment instead of money,” he added. At the moment, the Dr Saiful Anwar Hospital is handling three COVID-19 patients. Meanwhile, in Jakarta, referral hospital Persahabatan has called for all medical teams in the archipelago to be extra vigilant and maintain personal health, as four doctors who were treated at the hospital have died. “The patients were professional health practitioners, so we as health workers must be vigilant,” managing director of Persahabatan Hospital Rita Rogayah said on Monday. Dr Siti Pratiekauri, who works at another Jakarta COVID-19 referral hospital Sulianti Saroso, said the medical professionals are experiencing emotional ups and downs but they try to support each other. She is responsible for training healthcare workers to deal with the virus. “The government should support us and pay attention to us. “We are very happy that people think of us by giving donations, PPE … and wreaths with words of encouragement supporting us. This helps us mentally,” Dr Pratiekauri said. On Monday, President Joko Widodo sent his condolences to the medical workers who have passed away. He also said that 300 million rupiah (US$18,622) will be disbursed as compensation money for each healthcare worker death. This will be given in regions that have announced a state of emergency. Mr Widodo also announced that specialist doctors, general practitioners, dentists, midwives and nurses, as well as other medical workers will each be given a monthly incentive. This will range from 5 million rupiah to 15 million rupiah. Across the country, COVID-19 cases have reached 709 as of Wednesday, with 58 deaths. PERSONAL PROTECTIVE EQUIPMENT LACKING Apart from the seven doctors, the Indonesian Medical Association also recorded that a doctor who was part of a regional COVID-19 task force has died of a heart attack and apparent fatigue. The association is looking into the causes of all the deaths, and is highlighting what it says is a bigger problem. “The problem at the moment is that many of our colleagues need to be isolated because they have come into contact with COVID-19 patients and have complained about symptoms (of COVID-19). “We’ve received this report from colleagues in Jakarta, Surabaya and Malang,” Dr Mohammad Adib Khumaidi, deputy head of the Indonesian Medical Association said. The reason for this is the lack of PPE, he added. The Jakarta government indicated that at least 44 health workers in the capital have been infected by COVID-19 as of Tuesday. “One thing for sure, given the current situation, they (the health workers) have no option than to treat the patients without full personal protective equipment,” Dr Khumaidi stated. Dr Pratiekauri of Sulianti Saroso added: “We’re running out of PPE stock. We’ll be out of supply this week. We try to get it from here and there but the thing is, we’re competing against other hospitals." Indonesia on Monday received a batch of PPE from China, and has started to distribute them across the archipelago, but Dr Pratiekauri said it is not enough. “We’ve received 1,500 hazmat suits but that will be gone in five days,” she said adding that they especially need masks, thermometers and shoe protectors. Dr Riono, the brother-in-law of the late Dr Judodjoko, said the lack of PPE is one of the reasons why medical workers lost their lives in the battle against COVID-19. SOME HEALTHCARE WORKERS WHO DIED WERE NOT TREATING COVID-19 PATIENTS He said Dr Judodjoko was, in fact, not treating COVID-19 cases. He opined that every health facility personnel, including doctors who operate their own private practice, should have been educated that they were likely serving people who had already been infected. “They should have been given personal protective equipment. Many doctors were not aware, they thought they were handling normal patients who had complaints but what happened was they (the patients) were infecting the doctors. "That’s why in the first few months, many health workers will be infected,” he said. Separately, a nurse who works at the same hospital as one of the doctors who died also said the 34-year-old doctor was not tending to COVID-19 patients. The hospital is wondering how he could have gotten infected, said the nurse who declined to be named. Dr Riono noted: “What now is happening is that many people in Indonesia have already been infected but do not yet know because there are limited testing kits." Close to 800 people have tested positive in Indonesia. The public health expert added: "Protection to the health workers is number one. Don’t bother thinking about incentives, they don’t work for money … they work because it is their calling." He said if Indonesia has problems with PPE supply, it could produce them domestically. Dr Moewardi hospital in Solo told CNA they have been producing their own hazmat suits for the last few days as they couldn't buy them anywhere. Regardless of the tough situation, Mr Siswanto, the nurse said there is something everyone can do. “The community (at large) has to follow the government's regulations and obey social distancing.” |

To help flatten the COVID-19 curve, the government is now urging people to wear face masks whenever they are out in public. The new recommendation is an update from the previous guidelines and is in line with the World Health Organization’s (WHO) latest recommendation. Previously, Indonesia complied with the WHO’s recommendations that face masks only be worn by medical professionals and sick people in order to prevent a supply shortage. "The President has asked us to make guidelines on face masks in accordance with the World Health Organization's advice,” head of Indonesia’s COVID-19 rapid response task force, Doni Monardo, told an online press conference on Monday. “Previously, the WHO advised that only sick people should wear face masks but now it recommends that everyone wear face masks, especially in public places," he added. However, Doni explained that only healthcare providers and other medical professionals working on the front line needed to wear medical-grade masks, such as surgical masks and N95 masks. "The public can wear cloth masks, or masks made from other materials, as long as they can prevent the spread of saliva droplets when speaking," he added. President Joko “Jokowi” Widodo said the government was preparing face masks for future public distribution. "I've ordered [my administration] to prepare for the distribution of face masks to the public because we’re planning to require everyone who leaves their homes to wear a mask, in accordance with the WHO recommendations,” he said on Monday. Doni said that medical-grade masks would still only be distributed to healthcare providers. "For the public, the President has asked regional leaders to ramp up production of cloth masks through small and medium enterprises. This will help to fulfill [the regions’] need for masks, so they won’t depend on the central government," Doni said. According to livescience.com, asymptomatic people can still spread COVID-19, with the United States' Centers for Disease Control and Prevention (CDC) finding that up to 25 percent of people who contract the virus may not show symptoms. A new small study also found that COVID-19 may be most infectious when symptoms are mildest. This new evidence indicates the virus can spread between people who interact in close proximity such as when speaking and when someone coughs or sneezes. |
