I think the best value for money KTV place is in Hefei and Jinan. Hefei sitting fee is Rmb 400 for their top best quality and at a posh KTV.. Jinan sitting fee is Rmb 600 and take out is Rmb 1500 but you get model look a like. Jinan best KTV is in Sheraton Hotel in the Olympic district.. Another my favorite is in NanAn district 皇家一号 next to also Sheraton hotel. Sitting fee is also Rmb 600 but you get hot gal.

You are referring to Baliya. It is still there, should still be operating.
Address is 肇嘉浜路389号. It is not easy to find so you might want to look it up on baidu beforehand.
