Bros, is there any 按摩店 that is affordable (eg. 300rmb below) to recommend? I am not very keen in full service though. Just maybe 按摩 and HJ or BBBJ?

If you're already in Shanghai, go to the zone/region/estate that you wished to reside, look around, usually many property agent offices around, walk in and enquire!

They will recommend immediately or arrange for you to view the apartment(s) based on your requirements cum budget. Do note fixed Agency fees dictates by Shanghai Authorities (unless you are 'buddies' and may be waived/discounted).

He said some civil servants staying in his estate do not drive their cars to work but take hired private transport or taxis instead.

So far haven't kena this type of good kangtao yet when dealing with 房产局!
In China need to have connections to get good kangtao.

In Ah Tiong Land, especially SHA, properties either Sale or Rental all expensive lah.....this generation can afford because many 拆迁款/several apartments in lieu (crazy form of compensation, greedy people)， Garment spending 未来钱 etc.，wait another two generations when all 败光 and Garment got no money, and foreign investments begins to drop......hehe, there goes the bubble, then all back to fundamentals!

Ah Tiong Land all above kangtao.....got money got kangtao, no money go longgao!
