Foreign companies cry out over new fees at Vietnamese port
By Doan Loan February 14, 2017 | 02:18 pm GMT+7 Hai Phong Port, the country's second largest, has started collecting money for infrastructure upgrade, a move many call unfair. Japanese companies have complained that new infrastructure fees imposed on containers moving through Hai Phong Port are too high and confusing. According to the Japan External Trade Organization, or Jetro, the fees at the country's second biggest sea port could increase the cost of doing business. Hai Phong Port now accounts for more than a third of Vietnam’s total cargo throughput, second to Saigon New Port. The new fees range from around $11 per 20-cubic-foot container for regular goods, to up to $100 per container for goods temporarily imported for re-export, a Jetro representative told a meeting in Hanoi on Monday. The surcharges, which cannot be found anywhere else in the country, will be used for the upgrade of the port’s infrastructure, according to Jetro. “As far as international norms go, they must invest in the infrastructure first, and then they can increase their fees," the representative said. “Many Japanese companies are confused about what is going on." Businesses have warned that higher port fees could drive away shipping companies to Thailand’s sea ports, urging transport authorities to review the new fees in Hai Phong. Pham Thi Ngoc Thuy, senior official at the Vietnam Private Sector Forum (VPSF), said apart from higher costs, the new fees also result in more paperwork that can require an extra two to three hours to finish. "This has made customs clearance half a day longer than it was before. It’s going against the efforts to improve business environment,” said Thuy.

Ho Chi Minh City ranks best, worst hospitals

Ho Chi Minh City published an internal health department ranking of its hospitals for the first time on Friday. The municipal health department assessed hospitals in the area in 2016 based on 83 criteria established by the Ministry of Health, which mostly focus on patient satisfaction. The highest achievers were mostly municipal-level hospitals; district-level and rural facilities ranked lower on the list. The top-10 slots included eight of the biggest public hospitals – 115, Gia Dinh, Tu Du, Hung Vuong, the Hospital for Tropical Diseases, the Children’s Hospital No.1, Thu Duc District Hospital and the Traditional Medicine Institute. The other two, Vinmec International and Hoan My, are privately-owned and operated facilities. The bottom 10 included six private cosmetic hospitals, three private general hospitals and the District 3 Hospital. The citywide ranking of all municipal hospitals will be published on the health department’s website soon.

This spring festival in Vietnam is all about sex

The country has a festival where sexuality and procreation are celebrated. The fertility festival, named “Tro Tram” or “Linh tinh tinh phoc,” is held in Mieu Tro Village, the northern province of Phu Tho every 12th day of the lunar year, which fell on Wednesday this year. During the main ceremony at Du Di Temple, all candles and lights are turned off. In the darkness, a happy married couple stands before an altar holding wooden representations of sexual organs. Locals believe there will be good crops if the gods see the symbolic act of penetration, three times. Traditionally, real sex acts would follow after the ceremony. There are tales of young men and women having sex until the next morning. Couples who could deliver a baby nine months later would be rewarded. But now, the villagers are no longer doing that. Young couples simply just chase each other around the temple. Fertility symbols and rituals are a major part of Vietnam's traditional culture, but it is rare to have a long-lasting festival that proudly celebrates sex acts, even though just symbolically. The culture ministry has recently recognized the festival as part of the national cultural heritage that must be preserved.

Vietnam approves massive golf course in coastal town Cam Ranh

The Vietnamese government has approved a plan to build a 90-hectare golf course in the central coastal town Cam Ranh this year. A statement from the government office said work on the 27-hole golf course, the first in the town, has been approved to start this year and is expected to take three years. The project, developed by privately owned Long Thanh Golf Investment and Trading JSC, is estimated to cost VND600 billion ($26.4 million). Cam Ranh, known for the namesake bay and international port, is not far from the popular tourist town Nha Trang. The investor will be allowed to run the project for 50 years but is banned from transferring it to foreign investors without securing approval from the defense ministry first. Cam Ranh is considered the finest deepwater shelter in Southeast Asia. It was once used as a naval base by France, Japan, Russia and the U.S. The government earlier rejected two other golf courses in Cam Ranh. State-owned giant PetroVietnam is developing a golf project in Cam Lam, a small district around 30 kilometers away. The development of golf courses to target affluent tourists has been a controversial issue in Vietnam. Investors see it as a big draw but environmental experts are vocal about serious pollution threats due to the heavy use of fertilizers and pesticides, often near bodies of water. For example, Tan Son Nhat golf course in Ho Chi Minh City reportedly uses 190 tons of fertilizers and nearly nine tons of pesticides every year. Le Anh Tuan, a senior environment researcher at Can Tho University in the Mekong Delta, said international studies have found that each hectare of these courses uses three to five times more chemicals than the same area of agriculture land. A national development plan said that by the end of 2020, Vietnam will have 96 golf courses, including 19 in the Red River Delta and four in the Mekong Delta, the two main rice baskets of the country.

It may be a wiser idea to look inwards first before critizing others as this is how most online disputes happens unnecessarily The reason I dun post my FRs is simply because I travel almost every weekends so most of my trips would be almost the same (i.e. boring to most) and other forumners will definitely label me as "hao lian" for trying to show the whole world that I am able to travel overseas & cheong so often. And of cause the very last reason is that I admit that I am kinda selfish as I do not want to get those joints I frequent to be overrun resulting in prices going up, girls unavailability or even joints being closed down. And a "forum" is this whole open public platform like SBF where people can discuss, post or share information relevant to the subject matter, a "FR" or Field Report would be a more relevant term to use for people to post their stories or trips So in simple words I am definitely unable to post an entire "forum" but would be able to post FRs but I chose not to for reasons highlighted above Cheerios......SS08 ^_^
