Just planning to get married thats all, without her parents. As her parents are forcing her to marry another guy which i have no ideal why.

sorry,is the maritial status cert which u can get it online from SG ROM.It show whether u are single or not.Not ROM in singapore.
I dont know is possible or not cos that time i done in HCM is 3 trips there,maybe outside hcm is lesser,i dont know.u can actually ask your girl to go and check which is easier for u

No need for both parents to be present. The whole procedure will depend on which province your gal is from and how well you can coordinate with your gal's schedule. Fastest also a few months. In the mist of applying, the People's Committee of the province will send letters to the gal's house to appoint the time to meet the officers. You will need to make a few trips to the People's committee office in the province. other than that, you need to go Ministry of Foreign Affairs VN office in HCM, go mental hospital in HCM etc.

Yes. Vietnam marriage certificates are legally recognised in Singapore and vice versa. To use in Singapore, the vn marriage certificate has to be translated into English and notirised by a notary public.
