Batam is the last transist point for the WLs of indoneisa. Top ones stay in Jakarta to make the best before moving about, and Batam is the last stop, before they go back kampong liao.

There is no rule for the WL to get checked. They will do it themselves if they want to, and so far, I never heard any one of them saying that they go check up regularly.
