Bro,
Maybe that's because Batam Fast don't go to Habour Bay. Try google for Wavemaster or Berlain Ferry. They are only operator that go Habour bay currently. And fast boat too. And you can walk to Pacific too.

Wave master is much faster too.... about 40 minutes. You take to Batam Centre is about 1 hour 20 minutes. To sekupang, it is about 40 minutes too, but you end up very far from cheonging places.
