Yes, touching them is definitely fine, just don't go overboard or do what they don't want you to be doing.
At the Seminyak location, you're not allowed to bring any wallet/phone/any kind of items into the room, so don't know how you can tip.
They say might be reopening another location in Kuta, but for now just head to Seminyak.
