I think it's just different houses have different acceptance to different foreigners and nationalities..
Not sounding racist here I know there are some houses who will not accept blacks
I know some houses very much welcome Japanese customer as I heard them giving the standard breakdown of cost and duration in Japanese
In my opinion just move on to the next house you will definitely find those that welcome you
On a side note if we (locals) go to Japan, we are also labelled as gaijin and not welcomed in many soaplands etc
