I recently had a 12 hour layover in Dubai.
There's plenty to do in a short time, you can visit the emirates mall or dubai mall. Smoke shisha in a cafe. Go to any tourist spot you want. After 9pm, head over to York International hotel, go to the second floor "dance floor" and pick from hundreds of freelancers. Rate to get in is 75 dirhams (includes 1 drink).
Freelancers include Asians, Europeans and Africans. Go towards 11pm for the best selection. Some of the euro girls are stunning and let you do pretty much whatever you want. They usually have a female manager on site who will collect payment. If you're staying nearby (bur dubai) or in the hotel, the rates are around 500 dirhams for 2 shots.
Don't have a room. No problem, they'll walk with you to an apartment nearby and for 50-75 dirhams, you got yourself a private room for an hour.
