Need to clarify that a Tier 1 girl may not necessarily be better than a Tier 2.
Firstly, a new girl will usually be started at Tier 2, if her first MR is not a negative one. It will need to have at least several positive MRs/comments from different chiongsters to be classified as Tier 1. For a new girl like Hoshi, she is in Tier 2 merely because she is new. Her service standard may be better than a lot of Tier 1 girls. That is why some MLs may be good but are staying at lower tiers. Therefore, please contribute more MRs, so that the tiering will be as accurate as possible.
Please also note that a negative MR will offset a positive one. Hence, if a girl has negative MRs, then she will need a lot more good MRs in order to be classified as Tier 1.
And also, only the latest few MRs/comments are taken into considerations for the tiering so as to reflect the recent service level of an ML. That is why it is possible for an ML with many good MRs but appears in lower tiers, if her recent reviews are not so good.
That is how I normally do the placing of the MLs. However, I, as the TS, reserve the right to have the final decision of which tier of an ML should be placed to.
And one man's meat is another one's poison. A Tier 1 ML does not mean her service will definitely be good for everyone. Every customer has his own expectation and it is impossible for the MLs to provide the same level of service all the time. They are human after all. Therefore, the listing is just a rough guide.
And also please do read those MRs with a pinch of salt. No one will be able to verify whatever written in an MR are true and accurate. Or the MR can even be written by an OKT/web master to promote the ML.
