Actually it doesn't make sense for the locals to get vaccinated for free, bad idea.
Why?
1. The nation has gone through the lockdown hardship of getting the numbers of spread down to zero spread.
2. Zero spread? Yes zero spread, except US and Indian mushroomed has still not reach zero spread status yet.
3. Now it seems to open borders invite import spread into the local community.
So the deal is simple.
