USA does not trust CPIB and Singapore court.

Leonard Glenn Francis was arrested in San Diego in September 2013 after federal investigators lured him to the US on the pretext of a business meeting with navy officials.
If CPIB and Singapore court are efficient and just, USA would not have to lure Leonard Glenn Francis to USA.
