ZAINAL SAPARI: SECURITY AGENCIES GET READY FOR D-DAY

In his latest blogpost as NTUC’s Assistant Secretary General, Zainal Sapari signalled the need for more security agencies to pay their unarmed security officers salaries stipulated in the Progressive Wage Model by 1 September 2016.
Here are 7 instances in the post where he really urged the security agencies to adopt the Progressive Wage Model to make the lives of security officers better (and also, what we think he might have said if he had it his way…):

“there has been feedback that many security supervisors are unwilling to attend skills upgrading courses despite their lack of the necessary skills qualifications to perform roles with greater responsibilities. Come 1 September 2016, these security supervisors will face serious risk of being emplaced to a lower rank.”
What he would have said
“Come on security supervisors, if you are not willing to upgrade your skills when you lack the necessary skills to do your work, you will risk kena demoted from 1 September 2016 because it means you won’t have the relevant skills…”
What he said
“PLRD, with the support of STC, will stand its ground from D-Day and will not hesitate to take actions against non-compliant security agencies. Hence on D-Day, security officers will be standing on thin ice if they claim that they are unaware of the PWM requirements or are unable to attend training courses due to unavailability of training places.”
What he would have said
“PLRD and STC will go after non-compliant security agencies. Hence on D-Day (1 September 2016), security officers will kena hit if they give excuses like unaware of PWM requirements or are unable to attend training courses because of unavailability of training places.”

“Security agencies may also claim that they are unable to meet their contractual obligations as they do not have sufficient supply of certain ranks or categories of security officers, in particular, security supervisors. This excuse may no longer hold water since concerted efforts have been ploughed in by USE (Union of Security Employees), Association of Certified Security Agencies (ASCA), Security Association of Singapore (SAS), as well as PLRD.”

“The USE, ASCA and SAS and PLRD have made efforts to help you. Please don’t give us the excuse that you are unable to meet contract obligations because you don’t have enough supply of certain ranks or categories of officers, especially supervisors…”

“PWM was first announced on October 2014, two years well before the licensing condition kicks in and no stone has been left unturned to inform all security agencies of this requirement. Hence, service providers are expected to have sent their officers for all the necessary training courses as they have been given ample time to sort out their business’ operational needs and workers’ training schedules.”

“Two years already bro! We announced PWM in October 2014 and we inform all security agencies of the requirement. You are expected to have done all the necessary things since you were given enough time to sort out business operational needs and workers’ training schedules!”
What he said
“According to a player in the industry, many security agencies expressed concern over competition. Agencies worry that after sending their officers for training, they will be poached by competitors and hence decided to adopt a ‘wait-and-see’ attitude… Unless the security agencies get their act together and not undermine each other’s efforts, it may be a real challenge to professionalise the industry as a whole.”

“Wake up your idea security agencies, get your act together and don’t undermine each other’s efforts. Why do you need to worry about your officers being poached by competitors when you send them for training? How to professionalise the industry as a whole like that?”

“We are bent on levelling up the playing field for our workers in the security sector, which is why we are advocating for a better and more highly trained workforce through the PWM…Should any officer face a pay cut, I urge him or her to contact the Union of Security Employees. The union will be able to match the affected worker to socially responsible security agencies who will hire with a heart.”

“Nothing’s gonna stop us from improving the lives of our workers in the security sector. That’s why we initiated the PWM. If any officer face a pay cut after 1 September 2016, please get him or her to call the Union of Security Employees. The union will match the officer to a better security agency with a HEART.”
What he said
I do not want D-Day to be remembered as a solemn day because the industry failed to ride on the next wave. It should be a day that marks the start of a new chapter of professionalism for the industry.
What he would have said
“It’s the start of a new era for the industry. Don’t be a party pooper and ruin D-Day because you failed to get on the next wave!”
