MediShield Life will not protect all Singaporeans fairly. In fact, there is a list of pre-existing illnesses which will require Singaporeans who have them to be paid more to be covered.

Singaporeans who have these pre-existing illnesses will have to pay premiums which are higher by as much as even 30 percent.

The Ministry of Health (MOH) also said that if people do not want to let the government know about their health status, the government will assume that they have these pre-existing illnesses and make them pay the 30 percent higher premiums.

Otherwise, MOH will be taking their health information from health care institutions.

MOH said that the list of -pre-existing illnesses will be released in June.

MOH said that the pre-existing illnesses are likely to include cancer, kidney failure, stroke and heart diseases.

Health Minister Gan Kim Yong claimed that his ministry will be compassionate and those with less severe pre-existing medical conditions might not need to pay the 30 percent higher penalty premiums. However, there is no assurance of that.

Just yesterday, MOH said that it is conducting a Household Check exercise so that it is able to provide accurate subsidies for the MediShield Life premiums. However, it is likely that the government would be able to use the information collected to also penalise and even criminalise Singaporeans who do not pay their premiums on time.

Worse still, if they do not pay their premiums on time, they face a 17 percent interest on the premiums they do not pay, on top of facing fines of up to $5,000 or up to a year in jail.

And now, it has been revealed that if they do not share their health status, they will have to pay the 30 percent higher premiums.

Last year, the government announced MediShield Life to much fanfare, claiming that it is "universal" and will cover every Singaporean.

However, it has since been discovered that MediShield accounts for a very small portion of total healthcare expenditure, which is hardly universal. Not only that, MediShield Life also drew flak for the much higher premiums, especially for the elderly.

On the 30 percent higher premiums, Mr Gan also said, "if they wish, they can appeal and we will consider the appeal on a case by case basis."

Perhaps when the government announced MediShield Life and claimed that it was going to be universal, many people were right to be concerned about how "universal" it would be. They would be right to be concerned with how it has been made compulsory now that they would have to part with more of their money, by the governments dictate.
