I am told that Amos Yee was handcuffed in the presence of his grandparents when he was arrested. Was this warranted? Did 16 year old Amos attempt to escape arrest? How many police officers were employed to effect the arrest?
Here are sections 75 and 76 of the Criminal Procedure Code:
How to arrest:
75.
—(1) In making an arrest, the police officer or other person must touch or confine the body of the person to be arrested unless he submits to arrest by word or action.
(2) If the person forcibly resists or tries to evade arrest, the police officer or other person may use all reasonable means necessary to make the arrest.
No unnecessary restraint
76. The person arrested must not be restrained more than is necessary to prevent his escape.

It is best that the Attorney General respond to the claim that Amos Yee was handcuffed. If so, the police were clearly using unreasonable means to make the arrest. What was the intention of the police in using the handcuff? To shock and awe Amos and his grandparents?
