Do you agree that our PAP government is getting too populist? They seem to be going the way of the decadent western governments, burdening the future generation to help the present. Various grassroots leaders and myself are thinking of petitioning to reduce or even end the GST vouchers. People should learn to stand on their two feet instead of demanding for handouts.

$45 million worth of GST Vouchers - Utilities Save (U-Save) will be distributed to over 800,000 HDB households this month in April, announced the Ministry of Finance.

Eligible Singaporean households will each receive a rebate up to $65 depending on their household type.

There are however criticisms of the U-Save vouchers as it targets only the number of households. With some households having more people living under one roof, the amount of dollar benefited per person actually diminishes.

It is also debatable if the GST vouchers is a better social support system than the complete removal of taxes on utilities and other essential items. In other countries, essential goods and services like staple foods and utilities are tax-exempt.

Singapore however, issues a blanket GST charge on all items and services which in turn effectively taxes the vulnerable groups like the poor, unemployed and retirees. Some of these people are then returned a portion of the tax paid in rebate vouchers.

Such a system required resources to send out the letters, disburse funds, and to assess which families are eligible for the rebates. There are also risks that there may be some vulnerable families and individuals who are left out.

Looking just at household income and the type of household one is living in, such as what is done for the GST U-Save vouchers, may be an inaccurate method of assessing who needs help more. Nevertheless, it is good that the government is committed to giving the GST rebates to vulnerable families to ensure that the current system does not overburden them.
