According to a report by the free tabloid TODAY published on 8 April 2010 [Link], the police were investigating a case of anti-PAP flyers being distributed in Sengkang at the time.

The news report stated that the police classified the case under the Sedition Act, where an offender could be fined up to $5,000 and/or given a jail term of up to 3 years.

The report quoted Sengkang resident Ms Ong K C as saying, “The comments made in the letter are subjective, and they cannot represent the voice of the masses.”

SINGAPORE – Even before the date for the next General Election (GE 2011) has been announced, a poison pen letter has surfaced in Sengkang.

Written on a piece of A4-size paper in both English and Mandarin, it has been stuffed into the letter boxes of residents there, apparently since last week.

In it, the anonymous author accuses the People’s Action Party (PAP) of being responsible for the high cost of living and the 7-per-cent GST, among other complaints.

The police said that a report has been made, and investigations are in progress.

MediaCorp understands that this case falls under the Sedition Act, where the offender could be fined up to $5,000 and/or given a maximum jail term of three years.


She was the person who alerted TODAY about the “poison pen letter”. She told reporters that distributing flyers “is not an appropriate way to air one’s dissatisfaction”.

At the time, Charles Chong was the MP for the area and he told the media, “Residents can read it and decide for themselves if the comments are credible.”

PAP HQ executive director Lau Ping Sum added that PAP were aware of the matter and that Ms Ong was not the only person to have “informed them about the letter”.

It is not known why the police classified distributing anti-PAP flyers as “seditious”.

In any case, it is unclear if the police will also be classifying as an offence under the Sedition Act the recent case of PAP activists, including Victor Lye, the PAP branch chairman of Bedok Reservoir-Punggol ward, distributing anti-WP flyers in Aljunied GRC (‘PAP deploys activists to distribute anti-WP flyers‘).

Is distributing flyers a “seditious” activity? To be precise, is distributing anti-PAP flyers “seditious” but distributing anti-WP flyers not “seditious”?
