Defence Minister Ng Eng Hen explained that the current framework for NSmen with Special needs accounts for their capabilities.
He explained that the safety of NSmen is always of “paramount consideration” and they also find ways for special needs NSmen to serve NS meaningfully.
Dr Ng shared that all NSmen with special needs are carefully assessed based on their hearing, eyesight, mental and physical capacities. They are then put into vocational roles which are suitable for them.
"Those able to serve are enlisted and deployed to vocations where they are able to perform their duties meaningfully and contribute to the security of the country, without posing a risk to themselves or others," said Dr Ng.

"Special attention is also paid to these National Servicemen with special needs to safeguard their well-being. Commanders are informed of servicemen who require additional supervision, so that they can accord them the appropriate level of management and care.”
"The SAF will enable all those who can serve their NS meaningfully and safely to do so," Dr Ng stated.
It seems that in Singapore, Singapore-born male must serve even if they have special needs.
There is no such thing as exemption unless you are truly incapable of contributing to NS at all.
All true blue Singaporean males are forced to serve and also serve reservist and there are very few cases of deferment or exemption even if there may be many special circumstances which may warrant it.
Meanwhile, new citizens and PRs can come to Singapore, enjoy all the perks of living and working here without needing to serve NS. They are not held back in the workplace due to reservist liabilities and they enjoy the protection provided by the true blue Singaporeans.
