The Ministry of Communications and Information announced in a statement today that the Media Development Authority will be getting a new CEO later this year.

Mr Gabriel Lim will be taking over as Chief Executive Officer (Designate) from November 17 and he will take up the full position from December 8.

Mr Lim is replacing Ms Koh Lin-Net who has served as MDA’s CEO since November 2012. Ms Koh will be cycled around to another top civil service leadership position.

The new CEO, Mr Lim, is a long-time civil servant who has held various key positions within the civil service in the ministries of defence, health, and the public service division and Civil Service College.

He was the Director of Police in the Defence Policy Office in MINDEF.

His most recent appointment was actually as the Principal Private Secretary (PPS) to Prime Minister Lee Hsien Loong, a position he took up in September 2011.

As a PPS, Mr Lim has been intimately involved with the duties of PM Lee including coordinating policy changes, managing issues between different agencies, and handling “strategic communications”.

Mr Lim also won the Lee Kuan Yew Scholarship to do a Master of Science in Management at Stanford University.

It is clear from Mr Lim’s background that he is very close to PM Lee and the civil service in general and as one of the key players in keeping the media under the PAP’s control, it certainly makes sense to appoint someone like Mr Lim to the MDA’s top position.

The MDA has been heavily criticised by Singaporeans as being another censorship tool of the government. This was an issue which was raised when MDA decided to ban the film ‘To Singapore With Love’.

Similarly, netizens were outraged when the MDA imposed new licensing rules on online media sites which was seen by many as another attempt to stifle free speech in Singapore.

The outgoing MDA CEO, Koh Lin-Net was also involved in some property related controversy which had netizens questioning whether she and her family had unfairly gained from questionable property transactions. (Corals At Keppel Bay Development: Another Possible AIM Saga?)

With yet another puppet of PM Lee in the top position at MDA, will we really be seeing any improvements in media freedom soon?
