Window grilles not essential for all HDB households: Maliki

SINGAPORE — The Housing and Development Board (HDB) does not provide window grilles as a standard feature in its flats, whether sold or rental, as they are not considered essential by all households, said Dr Mohamad Maliki Bin Osman, Minister of State (National Development and Defence) in Parliament today (Sept 9).
However, households with young children under 12 years old, and with medical conditions such as hyperactivity, are eligible for the installation of window grilles in their rental flats, added Dr Maliki.
“Rental tenants may install their own window grilles. If they are unable to afford to do so and have safety concerns, HDB will help to install the grilles on a case-by-case basis,” he said. Also, rental tenants who have installed their own grilles are not required to remove them when they move out, if the grilles are in good condition.
In his speech, Dr Maliki also explained that in the past, window grilles were included as one of the improvement items as part of the Government’s plans to improve living conditions.
“However, some tenants also provided feedback that their window grilles obstructed their activities, especially for the elderly who have difficulty hanging up their clothes,” he said.
As such, the HDB reviewed the scheme in 2007, excluding window grilles as essential items. To date, 74 per cent of rental tenants are already provided with window grilles.
“Today, we have received 60 requests (for installation of window grilles) and in the last two years, HDB has helped 27 cases. For others who did not meet this requirement, we asked them to seek help from Voluntary Welfare Organisations, because they are not deemed as households with safety risks,” said Dr Maliki.
