Responding to a Parliamentary question fielded by Arthur Fong, Defence Minister Ng Eng Hen explained that there have been 7,200 Permanent Residents (PRs) who have served NS in the last 5 years.

PRs who are required to serve NS are second-generation male PRs. That is, those who have applied for PR within their parent's applications for PR.

Ng En Hen also explained that during the same 5 year period, 2,600 male PRs who were liable to serve NS gave up their PR status before serving NS.

He explained that those ex-PRs who have avoided their NS liabilities will find it a lot more difficult to apply to study or work in Singapore in the future.

However, obviously for these ex PRs they do not have any intention to return to Singapore in the future so they see no harm in giving up their PR status and avoiding having to waste 2 years of their lives.

It is shocking that only 7,200 PRs have served NS in 5 years. According to the government's population statistics (http://population.sg/resources/population-composition/#.U7powPmSz8Y), Singapore had 0.54 million Permanent Residents as of December 2011.

How many foreigners are coming to Singapore and competing for our jobs without having to serve NS?

Furthermore, this statistic does not consider those foreigners who exploit the system and purposely avoid applying for PR for their children so that they do not have to serve NS. Instead, some PRs choose to keep their children on student passes and allow them to make their own choices of whether they want to take up PR in the future.
Singaporean Citizens on the other hand will never have a choice whether or not to serve NS.
