Why are there so many main contractors joining PA and become grassroot leaders? Conflict of interest?

PAP is a big mafia chief? No porlumpar no big contracts?

Does the contract prices include:

1. Mark up PAP donation money for election spending?

2. Mark up for unforeseen sponsors of ministars children educations?

3. Mark up for donation moneys to any PAP major events?

4. Take turns to give main cons lucrative contracts based on how good they porplumpar in PA activities?

Without investigative journalisms for corruptions all were sweep under the carpets, for the last 50 years?
