If not intended to lower the cost of cable for consumer (although we already know it is never for the consumer), it must be for Starhub.

So who owns Starhub?

Quote:
SINGAPORE: Communications and Information Minister Yaacob Ibrahim has said the cross-carriage measure is not intended at lowering the cost of pay TV subscriptions.

Dr Yaacob was responding to a question in Parliament by MP for Chua Chu Kang GRC, Zaqy Mohamad, who wanted to know the impact on consumers as a result of the sharing of the Barclays Premier League (BPL) content.

In a written reply, Dr Yaacob said in any competitive market, prices will be determined by market forces.

It will be unrealistic to expect the cost of premium sports content to remain unchanged when they continue to grow in appeal.

He noted that the cost of acquiring premium sports content and BPL content is on an upward trend.

However, Dr Yaacob said further moderation in sports content prices in Singapore will come about once pay TV providers and sports content owners realise that beyond a certain price level, they stand to lose more consumers.

This is because consumers will switch to alternative sport franchises or access platforms.

The Media Development Authority (MDA) has been closely monitoring the implementation process of the cross-carriage measure.

Dr Yaacob said MDA will ensure there is no discrimination in the customer service arrangements and viewing experience for subscribers on either platform.
